SUBJECT: 2nd Ave WN Water Distribution Improvement Project
MEETING: May 4, 2015
BACKGROUND: The 2nd Ave WN Water Distribution Improvement Project is a planned
capital improvement project replacing deteriorated cast iron water main for two city blocks. The
project is located from West Montana Street to West Washington Street along 2nd Ave WN.
Approximately 750 linear feet of existing 1930's cast iron water main will be replaced with 8
inch C-900 PVC and 10 inch DR 11 HDPE. Two fire hydrants will be replaced and 8 water
services will be reconnected within the public right of way. These improvements will reduce
maintenance costs and liability for water main breaks within Montana Department of
Transportation rights of way.
Bids were received on Thursday April 23, 2015 at 3:00 PM. Three responsive bids were
received from local contractors.
The bid results follow:

References for LHC, Inc were contacted and interviewed. LHC, Inc. was determined to be a
responsive and responsible contractor successfully completing utility projects in Northwest
Montana.
STAFF RECOMMENDATIONS: Award the bid for the 2nd Ave WN Water Distribution
Improvement Project to LHC, Inc..
ACTION REQUESTED: Motion to award the 2nd Ave WN Water Distribution Improvement
Project to LHC, Inc with the execution of the total amount bid for $196,848.01.
FISCAL EFFECTS: The total project construction cost will be funded by the Water Fund
(5210). Line item 5210-447-430550-967 (2nd Ave WN) has adequate funds for the completion
of this project with a current balance of $274,504.
ALTERNATIVES: As suggest and approved by the City Council.
