04-13-15 Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES APRIL 13, 2015 View the minutes attached to the audio of the meeting at: http://kalispell.com/mayor and city council/meetin s�.php A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M., MONDAY, APRIL 13, 2015, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT. Also present: City Manager Doug Russell and Parks Director Chad Fincher. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Kalispell Chamber of Commerce/TBID Pond Hockey Review and Discussion Mayor Johnson introduced Diane Medler, Chamber of Commerce, and asked her to relate some history of the Pond Hockey Classic and this year's experience of having it at Woodland Park. Medler recapped this year's event, stating it was a success and received the Montana Event of the Year Award. She summarized comments solicited from a survey given to players, including the fact that no beer being served impacted the vendors and that players did not stick around after their games. She also noted the rinks were significantly smaller than at Foy's Lake, but said it was a good experience overall. Medler answered questions and offered some suggestions if Woodland Park is to be used again. Pam Carbonari, Kalispell Downtown Association, answered questions about their ThursdayFest! events and remarked that they would love to see the Pond Hockey Classic always played in Woodland Park because it was very good for downtown. Council asked Medler additional questions. There was discussion regarding changes to the ordinance. It was determined minor changes will be made to the ordinance and it will be brought back before council. Public Comment None. Kalispell City Council Work Session Minutes April 13, 2015 Page 1 2. Fee Schedule for Parks and Recreation Russell gave a brief background on the fee schedule and turned the discussion over to Fincher. Fincher presented the proposed fee schedule and answered questions. There was discussion. Russell informed council the fee schedule will be on the April 20th Agenda. Public Comment None. MAYOR/COUNCIL/CITY MANAGER REPORTS Russell announced the April 27 work session will cover the casino overlay. Guiffrida informed council the dedication ceremony for Thompson Field will be held on Saturday at 1:00 P.M.
