The Woodland Park site was used when weather conditions at Foy’s Lake impeded the ability to hold the event at the originally planned site. The location inside the City of Kalispell demonstrated some advantages as a host site for the event and brings forth the potential for hosting the Pond Hockey tournament in future years at Woodland Park. At the work session on Monday, representatives from the Chamber of Commerce and Tourism Business Improvement District will be present to have a discussion with Council to review the event this past year and to explore possible options for next year’s event, including options for review of the request for alcohol at designated locations at Woodland Park. This past winter, the department began analyzing the fee schedule to bring an update to the council for a spring/summer review. With the special event discussion scheduled for this work session, it is a good opportunity to review the proposed fee schedule. As it has been several years since this has been completed, our Parks and Recreation Department has been analyzing activity costs for our recreation programs and comparing that to our estimated revenues to identify the break-even point. Additionally, we sampled other communities with like activities to review their respective fees. We also made comments as to additional considerations that may be of value when setting fees, such as an overriding community benefit. Included with this memo is a table with our activities’ estimated break-even point, market sampling information, relevant information, and current and proposed fees (both in-city and out- of-city). Additionally, a fee schedule for park reservations is also included. This schedule is our current rate structure and does not include any adjustments, but will be presented at the same time as the activity fees for adoption. At the work session, we will review the fees and the basis for their recommendation.
