3. General Project Information
Replacement of existing 8” and 6” Cast Iron water main that is located in 2nd Ave
WN from West Washington Street to West Montana Street with approximately 636
linear feet of 8” C-900 PVC water main and 120 linear feet of 10” DR 11HDPE water
main.
Paved surface restoration and landscape restoration of all disturbed areas.
The purpose of the project is to reduce maintenance costs and increase reliability of
water distribution in this area.
4. Requirements
Montana Prevailing Wage Requirements
Meet Minimum Construction Requirements for Montana Public Works Standard
Specifications (As Amended in Project Manual) and City of Kalispell Standards for
Design and Construction (current versions)
1% Gross Receipts (Montana Code § 15-50-206) will be withheld and transmitted to
the Dept. of Revenue
5% Retainage will be withheld until final acceptance
Quality Control Requirements as per City Standards (§CS-03, Special Provision
01400)
5. Contract Period
Substantial completion shall be achieved on or before June 30, 2015 or if delayed by
the Owner 30 Calendar Days as specified in the Notice to Proceed. Weather days will
be as requested by the contractor and reviewed by the Engineer.

8. Project Schedule
BIDS DUE – Thursday, April 23, 2015 at 3:00 pm
Anticipate Awarding Bid After May 4th City Council Meeting
Notice to Proceed by June May 20, 2014, with requirements for acceptance of
submittals.
Start Construction June 1, 2014
9. Miscellaneous Discussion Items
Driveways will be required to be accessible at the end of each work day, all public
roads must be open for local traffic at the end of each work day.
All businesses must be maintained a minimum of one point of access at all times.
Contractor to locate and provide a staging area.
Residential and Commercial Area Requirements
o No Work to be Performed Prior to 8:00 am or After 7:00 pm
o No Equipment Running
o No Coarse/Abusive Language
o No Unnecessary Noise
o Work Area Shall be Picked Up Daily and at the End of Each Week (Trash)
o Stockpiled Items Shall be Moved or Removed at the Completion of Each
Phase of the Project
o Traffic Control Includes Walking/Pedestrian Control
o Open Trenches may be Securely Barricaded Overnight – Meeting Engineer’s
Approval. No Trench Shall Remain Open for More Than 24 Hours (No
Trenches Open Over the Weekend). Bore pits may not remain open overnight
adjacent to West Idaho Street.
City Furnished Permits: Contractor will be required to abide by the conditions set
forth in the Owner/City’s furnished permit agreements or applications.
o Montana Dept. of Transportation Utility Occupancy Permit: No work
completed within 10 feet of curb line for boring or receiving pits.
Swivel Tees, Valve Boxes and Toning Wire, revisions have been made to City of
Kalispell Standard details to aid in maintenance and service.
Roadway surface rehabilitation will be required to be completed in a timely manner;
the Contractor will be responsible to maintain any temporary gravel surface. No
temporary road surface may remain in place for more than 30 days.
Water Services, timing of connections.
o All service connections shall be completed following testing and acceptance
of water main by the City.
o Residential and non-irrigation commercial services will be installed with
meter pits within public right of way. The Contractor shall install meter pit,
backflow preventer and meter blank. The City will arrange for a licensed

plumber to remove meter from home and relocate existing meter into meter
pit.
Traffic Control, requirement of “Traffic Control Manager” and daily Traffic Control
Manager for full payment of bid amount.
o Section 01570 states that the Contractor shall maintain and correct traffic
control devices as require. The Engineer may direct corrections, if Contractor
neglects to correct deficiencies the Engineer may correct at the Contractor’s
expense. Expense of such corrections will be deducted from Contractor’s next
progress payment from Construction Traffic Control of project retainage if
inadequate money remains in the Contraction Traffic Control bid item.
Contractor Quality Control, Compaction testing, proof rolling of compacted base,
concrete and asphalt testing. Testing shall be in accordance to provided schedule.
Survey Monument preservation shall be the responsibility of the Contractor. Any
monuments disturbed and requiring replacement must be reset by licensed surveyor.
Construction Progress Meetings, Contractor shall host and attend weekly meetings at
the construction site. Meetings shall be open to Engineer and area residents.
o Updates and modifications to project schedule.
o Previous weeks testing results and traffic control inspection shall be
reviewed and provided to Engineer.
Communication shall be maintained between Construction Project Manager and
Engineer, the Construction Project Manager shall notify the Engineer. The Engineer
or Resident Project Representative shall be present for all property owner
communications.
Construction water shall be from hydrant meter or provided by contractor.
10. Review of plans and foreseen construction milestones.
11. Questions
Reminder that all official bids must be submitted within original bound project manual
available from the City of Kalispell.
Questions will be accepted until noon on Tuesday April 21, 2015, any addendums or
clarifications will be transmitted to plan holders no later than end of business Tuesday
April 21, 2015.
