02-26-15 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, February 26, 2015 Lower Level Conference Room 201 First Avenue East ATTENDING: Mark Crowley, Construction Manager Dave Dedman, Fire Chief Keith Haskins, Senior Civil Engineer Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Bldg. Dept. Inspector Wade Rademacher, Police Captain P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); Andy Evensen (Kadrmas, Lee & Jackson {KLJ}) and Mike Brodie (KLJ). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Chick-Fil-A —Revisions will be coming in soon; possibly this week. Jentz noted that he visited the site and that the proposed connection from the pedestrian trail to their parking lot is very steep. He feels that stairs would be an adequate compromise. Haskins and Crowley would like to see the connection put in to ADA standards. This will be on the agenda for next week. Proven Graphics — 120 Westview Park Place; new one-story print shop. Haskins still has a few issues that do not meet our standards. They are suggesting 2 to 1 side slopes for their ponds, but our standards minimum allowed is 1 to 4, so they are twice as steep. They do not have their required setbacks from the property lines. They do not have a maintenance access road to their pond. Their post developed flows are higher than their pre -developed out flows, and that would be even higher than our proposed standards. Sorensen noted that they did change the handicapped parking location. This will be on the agenda for next week. Beehive Homes — 242 Stillwater; new assisted living/memory care unit. Parker stated they have some items to correct. They are still waiting for their Site Plan from their engineer. They are also waiting for their plans for Architecture Review. This will be on the agenda for next week. NEW BUSINESS: None. OTHER REPORTS: Rail Industrial Park — Brodie asked about the subdivision approval regarding sidewalk along frontages. Public Works has stated that this will cause stormwater problems as water would drain to the front door of Northwest Truck Repair located there. They do not own the piece of property in the middle that is the low spot. When the 5-acre lot comes in for a Building Permit, the sidewalk will need to be put in. We will need an agreement that commits FCEDA to put in the improvements when that lot is developed. This will need to be a condition when they come in for Final Plat. They will need to speak with Chad Fincher regarding the landscaping in the boulevard. Street lighting was discussed. Crowley asked if improvements will be made along their frontage on Whitefish Stage Road. Because of concerns by the residents, they will not be allowed access onto Whitefish Stage with this project so no improvements were proposed. PLANNING OFFICE ITEMS: Town Pump — new location north of Home Depot on the old River Church site at 849 W Reserve Drive. Nygren stated this will be going to the Planning Board on March 1 Oth. They are realigning the parking, and the approach will basically be the same with minor changes to the radius. They are looking at annexation into the City as well as a Conditional Use Permit. Town Pump wants to have a casino along with the convenience store and gas station. They will probably need to bind those two parcels together. They will be using the existing buildings. We are waiting for new plans to come in. This will be on the agenda for next week. TKG Enterprises/Spring Prairie Development Phase IV — This will be going to the Planning Board on March 1 Oth. Nygren noted that the dog park has been taken out and they are still deciding what will go in that location. We will need to discuss setbacks and what can go in there at our next meeting, and get some conditions together for them. This will be on the agenda for next week.
