A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M.,
MONDAY, FEBRUARY 23, 2015, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT. COUNCIL
MEMBER JIM ATKINSON WAS ABSENT.
Also present: City Manager Doug Russell, Public Works Director Susie Turner and Senior Civil
Engineer Keith Haskins.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. 2015 Design and Construction Standards
Russell gave a brief overview and turned the discussion over to Haskins.
Haskins detailed various changes to the Design Standards, including TV inspections of lines,
standards for sewer and water design, plans review fees, designer and city responsibilities, service
lines, and meter pits.
Turner and Haskins answered questions.
Turner remarked this document is now ready to go before council for a public hearing.
Russell noted a public hearing and vote will be scheduled for the next council meeting.
Public Comment
None.
MAYOR/COUNCIL/CITY MANAGER REPORTS
Russell informed council a resolution in support of the 911 district will be coming before council
soon and that progress is being made on the Evergreen Wastewater Agreement.
Russell also noted he will be out of the office periodically over the next two weeks.
