A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M.,
MONDAY, FEBRUARY 9, 2015, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM
ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, TIM KLUESNER, ROD
KUNTZ, AND WAYNE SAVERUD WERE PRESENT. COUNCIL MEMBER PHIL GUIFFRIDA
WAS ABSENT.
Also present: City Manager Doug Russell, Planning Director Tom Jentz and Senior Planner Jarod Nygren.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Westside Neighborhood Parking Management Plan and Parking District
Russell gave a brief overview and turned the discussion over to Jentz.
Jentz gave a history of the issues in the neighborhood around the high school and how the parking district
proposal came about.
Jentz answered questions.
There was discussion.
Kluesner requested a public hearing be held prior to council taking a vote on creating the parking district
and stated he would like more information on the hard costs.
Mayor Johnson commented about the enforcement requirements.
There was discussion regarding permits and fee costs.
Russell suggested another work session to discuss the finances involved in setting up the district.
Public Comment
Devin Kuntz, 725 2nd Avenue West, stated he has been on the parking committee for some time and
explained some background regarding the problems. He also said residents are disappointed that streets
are not included in the proposal and there are safety concerns involved, but a parking management district
is the best solution they have found.
Karlene Osorio-Kohr, Planning Board member, remarked that she recused herself from the discussion and
voting on this issue at the planning board because she served on both residential parking committees and
she lives on a street in the proposed district. She informed council that residents are not happy with the

plan in its current form because streets are not included and suggested the plan get sent back to the
planning board for further work.
Iris McCauley, 808 2nd Avenue West, stated she owns two rental properties and there is very little on
street parking available; her tenants will not be able to park anywhere if this is passed.
Kuntz stated he will recuse himself from any vote on this issue but not from the discussion. He said the
school is the major player in the game, it has been an interesting process, and a residential parking district
could solve the problems in the neighborhood and force the school to take ownership of the issue.
There were further questions.
Jentz remarked a larger parking district is not the answer; it would push the problem further out. He said it
is a complex issue and staff would like direction from council.
Atkinson commented he wants the school district to work with us on this and they need to accept
responsibility for the part they need to play.
Mayor Johnson agreed, saying we need to work together to find solutions for the community.
There was further discussion.

MAYOR/COUNCIL/CITY MANAGER REPORTS
Russell informed council the Impact Fee legislation is moving through committee in Helena and next
week's council meeting will be held on Tuesday because of the Monday holiday.
