OLD BUSINESS:
J2 Office Products — 700 Sunset Blvd. — This has gone through Architecture Review. Wargo asked
Toby McIntyre previously for their Design Report. They are waiting on some information from
CMG. Regarding their stormwater, Wargo stated Public Works looked at the proposed grate over
the pond and feel that the grate will meet their safety concerns. They will need to see a deviation
request for that, which is coming with the report. They want to see what type of loading it would be
designed for. Also, looking at how the curb doesn't line up with the top of the block, Wargo
suggested they add another block to make it flush to decrease the slop. Haskins noted that 4 to 1 is
our maximum slope allowed. Wargo stated we will need to see a concrete outlet structure rather than
pipe. Crowley stated that there is a piece of sidewalk that is asphalt now that will need to be
concreted. He also stated that any sidewalks that have a crossing slope that is more than our allowed
two percent grade will need to be replaced. We would also require ADA compliant ramps at
Wyoming and Hwy 93. Dedman is okay with this project. Haskins is concerned about their parking
layout having cars backing out into the sidewalk, especially since it is a school area. Sorensen noted
that this is an existing situation, and they did eliminate two spaces with their last remodel. Haskins
suggested they remove spaces but Sorensen stated they are already under on their counts and they
want to keep their handicapped spaces in the front. Jentz noted that the school route is actually the
sidewalk across the street due to the crosswalk. They will do some revisions showing the trees.
Svoboda noted they will also be doing some taller grasses to block the view. Parks will need to look
at their landscape changes. This will be on the agenda for next week.
NEW BUSINESS: None
PLANNING OFFICE ITEMS:
Flathead High School/Elrod Elementary School Residential Parking District — The
neighborhood and the school district have now agreed to a proposal that has "residential parking
only" on five blocks; the 500-800 blocks of P Ave W, and then the 800 block of 4th Ave W just
south of the parking lot. We have set up a Management District, which is the overall area that was
originally proposed. If you live within that district, all you need to do in future years is, if you feel
that the parking is too much of a problem, get 75% of the neighbors that face that avenue or street to
sign a petition. You will also need to demonstrate that most of the parking spaces are being taken by
non-resident parkers. Then you could submit a petition and be added. It allows residents that are
outside of the initial restricted area to be able to opt in at a later date. They have also provided that if
75% or more of the people living in that restricted area are not buying permits, then after a couple of
years the City Council could remove it. They will have to continue to need it and use it. We plan to
go back to the Planning Board with this plan on December 9th, and then have another Public Hearing.
North Riding Road and Three Mile Drive Subdivision — Plans for proposed townhouses have
been received.
Two 4-Plex Units - Financial Drive near Gateway West.
Two 6-Plex Units - On Meridian, just south of the Sinopah properties.
Bloomstone — Their Final Plat submittal is April 21st.
Captain's Marine —This PUD project was approved by the City Council. Their request for some
deviations was denied.
OTHER BUSINESS:
Flathead County Attorney's Office/Earl Bennett Building — Remodel with a sky bridge. The
bridge would be on 11th Street West. This will need to go through MDOT, as I Ith is on our Urban
system and accesses a stop light on Hwy 93. They will also be building a new structure where the
two gazebos are. These two projects have gone through Architecture Review. They will be putting
up a screening wall in front that will not be in the ROW.
Chick-Fil-A — They will be coming in for a meeting the last Thursday in January, 2015. They would
like to go through Architecture Review and through Site Review this January, but are not planning to
build until 2016.
Westside Interceptor — Haskins stated that Public Works will be at the City Council Work Session
next week to discuss the Westside Interceptor. We have a design completed by RPA for a casing to
go underneath the bypass in the spring. The summary to the Council is for approval of Phase I, a
10.4 million dollar project taking sewage up to the south end of Starling with additional phases as
flows increase. The total project will be approximately 19 million dollars. The final phase would be
in 71 years.
Rail Park — Jentz met last night with the FCEDA Board regarding a joint meeting Monday night with
the Council and the FCEDA Board beginning to create a Memorandum of Understanding to develop
the Rail Park. We missed out twice on the TIGR Grant. Will we get CHS moved? We are looking
at this MOU along with the City contributing some TIF money, FCEDA, Cenex, and Febraro also
contributing, and they are hoping for the start of an engineering design on January 19th. Daines and
Zinke are going to Fort Worth, Texas with the FCEDA Board in January to talk with Burlington -
Northern about this. Cenex will sign if given an option for a lease pad.
Four Mile Drive Bypass — running to Stillwater. Plans will go to MDT in February, with a bid
letting in May and construction beginning on July 4th, 2015. Three Mile to US Hwy 2 will be coming
in soon. They are still in the process of obtaining the ROW from Bloomstone. Haskins noted that the
Four Mile drainage on the road from the construction may need to be detained, with a possible need
for additional ROW for a temporary pond.
