Re.: Resolution of Intent to �Le a Redevelopment Plan for
the Airport and Ballfield Complex
On April 3, Glen and I met with Mae Nan Ellingson, Bond
Attorney, and discussed the airport/ballfield complex
redevelopment plan and the resolution that you passed on April
1.
It was the consensus of the attendees not to include the area
now outside the city in the redevelopment district. We should
annex that property first and then amend the plan to include
these properties. Therefore, it's my recommendation that we
pass the original resolution again on April 15 and include only
the property that is completely in the city. We can develop a
list of the properties and property owners that were in the
boundaries that you approved on April 1 but are currently
outside the city boundary, and invite them to a special meeting
to see if they would want to be included in the district and be
annexed to the city. After that meeting, you could decide if
you want to annex them and include them in the district through
an amendment.
If you pass a resolution with a new boundary on April 15, we can
still have the original hearing on June 17 so that the project
can continue to move forward.
