A RESOLUTION AMENDING RESOLUTION NO. 3773 BY REVISING THE FEE
SCHEDULE FOR USE OF THE KALISPELL CITY AIRPORT.
WHEREAS, the City of Kalispell established the fees for use of the
Kalispell City Airport through Resolution 3773 on
December 21, 1987; and
WHEREAS, the Airport Advisory Board has determined that the rates
established in Resolution 3773 are in need of updating.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL,
MONTANA, AS FOLLOWS:
SECTION I. That Resolution 3773 is hereby amended by
revising the fee schedule for the Kalispell
City Airport, as follows:
(A) A User Fee of $50.00 per year shall be
assessed against all persons, firms,
corporations, partnerships, associations
or entities who utilize the Kalispell
City Airport on a regular basis as a
place of storage or operation.
(B) A Commercial Fee of $75.00 per month
shall be assessed against all persons,
firms, corporations, partnerships,
associations or entities who utilize the
Kalispell City Airport on a regular basis
for commerce or profit.
(C) A Tie -Down Fee of $15.00 per month or
$2.50 per day, whichever is less, for
utilization of Kalispell City Airport
aircraft tie -downs.
(D) A Bare Ground Lease Fee of .075(, per
square foot shall be assessed to any
Fixed Based Operator leasing bare ground
with the intent to park aircraft and tie -
downs.
(E) All suppliers of gasoline or aviation
fuel utilizing Kalispell City Airport
facilities shall pay to the City the sum

of .05G per gallon of gasoline or
aviation fuel as metered from their
pumps.
(F) A .15� per square foot fee will be
assessed against all persons, firms,
corporations, partnerships, and/or
associations for the purpose of building
hangars (.15� per square foot x 150% of
the hangar footprint). All contracts will
be based on a 20 year term, with each
three (3) year increment reviewed March 1
of each third year, and adjusted in
accordance with the CPI-U for Urban
Consumers.
(G) A $75.00 fee per month will be assessed
against all persons, firms, corporations,
partnerships, and associations who access
the Kalispell City Airport with a
through -the -fence commercial or profit
operation, and a $50.00 fee per month
will be assessed against all persons,
firms, corporations, partnerships, and
associations who access the Kalispell
City Airport with a through -the -fence
private operation.
SECTION II. This Resolution shall become effective
immediately upon its passage by the City
Council.

Dear Al,
For sometime now the Airport Advisory Board has
entertained the idea of a rate increase for fees at the
Kalispell City Airport.
At the April 14 Airport Advisory Board meeting, a
draft fee schedule was finalized. The following proposed
draft recommendations were unanimously passed, forwarded to
be reviewed by the Airport authority and City Council.
(A) A User Fee of $50.00 per year shall be assessed
against all persons, firms, corporations,
partnerships, associations or entities who utilize
the Kalispell City Airport on a regular basis as a
place of storage or operation.
(B) A Commercial Fee of $75.00 per month shall be
assessed against all persons, firms,
corporations, partnerships, associations or entities
who utilize the Kalispell City Airport on a regular
basis for commerce or profit.
(C) A Tie -Down fee of $15.00 per month or $2.50 per day,
whichever is less, for utilization of Kalispell City
Airport aircraft tie -downs.

(E) All suppliers of gasoline or aviation fuel utilizing
Kalispell City Airport facilities shall pay to the
City the sum of �O5� -per gallon of gasoline or
aviation fuel as metered from their pumps.
(F) A .151 per square foot fee will be assessed against
all persons, firms, corporations, partnerships,
and/or associations, for the purpose of building
hangars (.15� per square foot x 150% of the hangar
footprint.) All contracts will be based on a 20
year term, with each three (3) year increment
reviewed March 1 of each third year, and adjusted in
accordance with the CPI-U for Urban Consumers.

persons, firms, corporations, partnerships,
associations, who access the Kalispell City Airport

I would recommend submitting this draft fee proposal
to Council for their action. If further information is

A RESOLUTION ESTABLISHING A SCHEDULE OF RATES, FEES AND CHARGES TO BE
LEVIED BY THE CITY OF KALISPELL ON USERS OF THE KALISPELL CITY
AIRPORT AND AUTHORIZING CERTAIN FIXED BASED OPERATORS TO COLLECT SAID
DATES, FEES AND CHARGES ON BEHALF OF THE CITY.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. That there is

SECTION II. Stockhill Aviation, Strand Aviation and Eagle
Aviation are hereby authorized to collect the aircraft tie
down fees assessed by the City for collection of said tie
down fees.
SECTION IIT. All suppliers of gasoline or aviation fuel
utilizing Kalispell City Airport facilities shall pay to the
City the sum of $.05 per gallon of gasoline or aviation fuel
as metered from their pumps.
SECTION IV. This Resolution shall take effect immediately
upon passage by the City Council and approval by the Mayor.

Minutes from April 14, 1999 Meeting
The meeting began at 4:00 p.m. Present were: A] Thelen, Mike Baker, Craig Kerzman, P. J.
Sorensen, and Kathy Kuhlin (staff), Gib Bissell, Fred Leistiko, Mike Manion, and Keith Robinson.
Also present were Tim Orthmeyer, Terry Richmond, and Tony from Morrison-Maierle, Council
Members John Graves and Duane Larson, and Rebecca Manna from Max Baucus' office.
The agenda was distributed and introductions were made. Gib opened the meeting with discussion
regarding the fee/revenue schedule. The following was agreed to:
Ground lease set at .150 per square foot per month which is higher than Polson but less than
Glacier
2. Hangar lease categories: (a) Private; (b) Commercial; and (c) Other.
Walls of hangar and outside use of hangar. Miscellaneous lease set case by case. T-hangar for on
use and series of hangars for many to rent (non-commercial). Legal definition.
Define guidelines. Fred concerned with miscellaneous being too vague. Baker - diversity of uses.
Not for proceeds - present leases have no definition - need commercial category. Aviation oriented.
Terry: Boundaries - aviation businesses by legislation definition - zoning. Define private hangar at
this time. Move on to the other categories in the resolution.
Baker: Discount for amount and term for leases at other airports ('incremented). Terry said FAA will
expect all airport persons to be treated the same. Same options for all. Gib - option to re-evaluate
lease rates as airport improves. Escalator built in. AI - give to council.
3. Tie down fees - $15 per month or $5 per day. Keith - bare land to FBO to collect a tie down
fee. FBO presently getting $50 per month fee. Diamond Aire and Red Eagle are both on
private property and are still out there. Will go with $75 per month inflation adjustment. $5'
x 35' designation - $15 to FBO per month ($180 per year) Fuel flows .05¢ per gallon. $15 x
1501/o for private leases. Non-commercial and miscellaneous. Commercial - strictly aviation
uses. Miscellaneous - Hertz, restaurant. Special (access user fees - people to have access to
airport. Access user fee. Through -the -fence operation. Until they pay a fee. Fence plan -
Baker. Monk property. Through -the -fence access fee - commercial operation is higher. $50
for private individual. Fred moves to pass the fees as discussed and pass it on to the Council.
All board members were in agreement. Morrison-Maierle and board members would like

copies of the final fee schedule sent to them. Fred and Morrison-Maierle would also like a
copy of the Construction Guidelines sent to them.
Fence update - Baker - fencing would be six (6) foot, nine (9) gauge chain link, with a one (1) foot,
three (3) strand barbed wire with out riggers. This includes supports, etc. The bids were between
$11 per foot and $5.79 per foot, which includes two corners and two end posts. 16 foot gate and
walk through gate. Mild fence Company was lowest bidder. Approximately 3,500 feet total. The
suggestion was made to put a foot path one foot inside the right of way line. Terry suggested we
obtain an Airport Road construction map from the highway department. Fence would extend behind
Elks going north, behind helicopter turn at Diamond Aire, and reserve east end of field until the
future. A walk through fence would be installed between the armory and the Aero Inn. The fencing
project should begin within two weeks.
Regarding the Economic Impact Study Update, Gib had met previously with Greg Davis from
Flathead Valley Community College (FVCC) and Mr. Davis was to contact Terry Richmond. Terry
stated that he had not yet heard from him and asked if Gib would contact Mr. Davis once more. Gib
agree to call him.
P. J. mentioned that he has discussed our Resolution that deals with height restrictions with the
County and they are presently considering adopting the same height restrictions.
Tim Orthmeyer from Morrison-Maierle discussed changing the alignment of the runway. Airport
layout plan and property maps were shown by Tim.
RPZ - threshold location. Other end - 4,700 foot ultimate runway length. 4,300 now, the rest in the
future. Residential area for RPZ. Moves the runway from Highway 93, lower priced property, less
fill requirements, possible wetlands. Wind orientation is a tittle better. Five degrees move equals 135.
13 or 14, magnetic changes. Some adjustments to the towers. Will do a matrix comparing the two
alignments including cost, distance from Highway 93, better air space, etc. On colored map, the blue
area is the present runway, the pink area is the new proposed runway, and the green area is what part
of the runway that will remain the same.
Option 2 will be adjusted to be a B-1 standard. There will be a public informational meeting June 1".
The next regular meeting will be Wednesday, May 12, 1999 at 4:00 p.m.
