Re: Flathead County Pre -Disaster Mi igation Plan Update

BACKGROUND: In 2009, Flathead County completed and adopted a Pre -Disaster Mitigation
Plan to aid in the efforts to recognize threats and implement efforts to mitigate them on a county
wide basis. A multi jurisdictional committee recently completed an update of the 2009 plan and
is presenting it to the four governmental bodies in the county for approval.
The plan is developed under guidance developed by FEMA and provides an opportunity for the
governing jurisdictions to remain eligible for mitigation grants and post -disaster mitigation
projects. The key to these funding opportunities is to have previously identified hazards, as with
a Pre -Disaster Mitigation Plan, such as this.
The committee has been informed that the proposed plan has been deemed approvable by
FEMA. Prior to adoption, however, they need approvals from the jurisdictions.
The Pre -Disaster Mitigation plan identifies projects on a county -wide basis. Some of the
mitigation plans identify specific parties that would be responsible for completing various
aspects, pending available funding sources. The plan, however, does not require projects to be
completed.
FISCAL IMPACT: Adopting the Pre -Disaster Mitigation Plan does not bind the City of
Kalispell to expenditures. It does, however, identify respective hazards that would be eligible for
disaster mitigation funding, should it become available from respective sources.
RECON UVWNDATION: It is recommended the city council approve Resolution #5694
adopting the Flathead County Pre -Disaster Mitigation Plan, 2014 Update.
