SUBJECT: Street Light Replacement Project Questions Directed to FEC
METING E: April 1.7,2006
BACKGROUND: At the last City Council meeting Council asked Flathead Electric to suspend street
light installations (upgrade conversions) for two weeks to allow time for FEE to respond to several
questions s that were raised regarding the project. Staff forwarded the Couneil's eoneems to FEC; see
attached letter dated 4 April 2006. Staff also passed on to FEE the letter from Ms. Jael ie .Kieser, attached,
for their review and reply. The response from FEC, dated 12 April 2006, is attached for C uneil'
information. Staff met with Dan Anderson and Ross 1 olter at the FEC office on Monday 1. 0 April 2006 to
discuss the City Council"s concerns and questions. Several specific questions ns were directed to FEC and
their response is as follows:
The current 100W HPS lights cannot be modified by installatlon of a smaller 50W bulb, The
fixtures are constructed as a unit and the 1. 00 W ballast starter assembly w111 not function with a 5 OW bulb.
Also, the light produced by the 5 OW bulb would not meet the required minimum s eei fication of 0.3FC at
back of sidewalk.

Exchanging Leads would cost the City $292/each ($1.40,744.00 for 4$2 fixtures). Frosted bulbs
are not available for HPS applications and frosted lenses are not made for these fixtures.
The fixture is designed as a true 90 degree cutoff light which complies with City standards. As a
result, add -on shielding is not necessary and is not made for this fixture.
Li htin .intensities were spot-checked by City Staff and found to meet City standards; i.e. at
Fourth Street West and Seventh Avenue West light intensity under the light was measured at 0.7FC and
directly across the street was measured at 0.3FC on the sidewalk. . `his meets City standards.
Light installations were generally found to be level, but in some locations FEC intends to adjust
lights that are not level because the poles are not straight. Furthermore, owing to the specific design of the
light and .its elliptical light distribution pattern., several locations have been identified where the light will
be realigned t reduce light spill -over into adjacent yards. In addition, FEC will inspect and readjust
lights, If necessary, when they are advised of a problem. To date, FEE has received only one complaint
about the Installations. The customer feedback they have received on this project has been

Finally, FEC has indicated a willinpess to receive constructive input from anyone on this project
and also restated confidence in their abIlity to manage the project to successful completion.
RIECoMM N TN; Resume street light installations and allow FEC to serve their customers by
inspecting and adjusting lights as and when customers living near the lights indicate to FEC there is a
suspected problem.

Dear Ross,
The City Council has received inquiries from residents conceming the lighting intensity of the
oo Watt HS lights that are currently being retrofitted by FEC. Some residents believe the
lights are too bright for the application. The City Council has requested a temporary suspension
of the installations beginning today and continuing until at least April 17' . During this time the
Council has asked that FEC and City personnel meet and discuss possible solutions. The Council
has requested that the results of this meeting be presented to them at the April 17th City Council
Meeting.
The possible solutions/corrective measures that were discussed at yesterdays City Council
Meeting are as follows.

I. Change I OOW bulbs to 50W bulbs.
2, Intel frosted/coated bulbs or lenses.
3. Install cut off shielding.
. Cheek lighting intensity with light meter to assure compliance with City Lighting Standards.
. Cheek to assure light fixture lenses are parallel with the ground*
6. Accept Jackie Kieser's offer to assist FEE. See the attached letter to the City Council from
Jackie Kieser.
