not be able to serve on the board for another term at this point. I have a new job
which has required a substantial amount of field time throughout northwestern
Montana. It has been difficult to continue to be an effective board member.

President Cal Oraw has appointed you to the Board of Directors of the Montana League of Cities
and Towns, representing l.DWict #.1, which includes Kalispell,. Columbia Falls, Eureka,<ibby,
Poison, Rexford, Ronan, Troy and Whitefish.
Under the by-laws of the organization, the President has the authority to appoint the members of
the board. This selection was based on your experience as a member of the Executive Board of
the Iowa League of Cities and as President of City Management Association in that state. Your
support for the work of the League and your participation in recent board meetings were also
considered by President Oraw in making this appointment.
The board will meet in Helena next June to set the annual budget and to review the preliminary
package of resolutions for the 1999 Legislature. Meetings are also scheduled for the annual
conference and during the early days of the next session of the Legislature.
You will begin receiving monthly budget reports and periodic updates on tax policy, energy
restructuring and other issues the League is working on under the direction of the board.
It will be an advantage to have a board member with your experience, qualifications and
commitment, and I am sure you will be a very effective representative of Kalispell and the other
cities and towns in District #1.

COMMENTS FOR MONTH OF NOVEMBER, 1997
Building Activity
November saw limited start-ups for new construction. Permits were issued for three new
site built single family dwellings and one manufactured home foundation. Permits were
issued for two duplexes.
Immanuel Lutheran Home obtained their Conditional Use Permit and pulled their building
permit for an addition to their existing building. A second project to renovate the entry
should begin in December.
Equity Supply began a project to construct a new steel building on property near Center
Street and 5th Avenue West.
Work finally began on the 25,000 sf Staples office supply store. The building is located in
Evergreen next to Super One Foods.
Cislo's Restaurant, displaced by the Staples project, relocated to a site on LaSalle Road
near Cottonwood Drive.
The remainder permit was issued for the Glacier Tennis Facility and the structure is taking
shape. It is located at the Southeast corner of the Summit Health care, building at .the
intersection of Windward Way and Sunnyview.
Zoning:
There were two (2) sign permits issued in the month of November.
1. Artists & Craftsman of the Flathead - (temporary sign)
2. Montana Mortgage Company - 1325 Highway 2 West
There were two (2) variance requests heard by the Kalispell Board of Adjustment in the
month of November.
1 st Avenue Camera, Scott Goodnight - 1305 1 st Avenue E.
A variance was granted to allow an addition to encroach 10 feet into the
required 20 foot rear yard setback.
2. Lloyd L. Dahl Testamentary Trust - Knoll's Addition was granted a
variance to reduce the required side -comer setback on Lot 16, Block 5.
They will be permitted to have a 10 foot side -corner setback rather than the
required 20 feet.

My work continues with Narda Wilson at the Flathead Regional Development Office. We
are working on some proposed changes to the Kalispell Zoning Ordinance. All proposed
changes will be presented to the City Council sometime in the next few months.
I have continued working on a draft zoning ordinance for the Kalispell City Airport. I
have been in contact with Morrison-Mairele to get information on putting this ordinance
together. I should have a draft by mid -December.
Weekly Site Review Committee meetings have required input and research by the zoning
office.
As Kalispell's Zoning Administrator, I have accepted a Floodplain Development Permit
application from the Public Works Department for streambank restoration at the Buffalo
Hills Golf Course.

Personnel:
The sole plans reviewer position is still vacant but there is a certified applicant. The
building inspector position has not been filled with a permanent full-time employee. We
have hired an inspectoiFto do inspections until a permanent employee is hired.
General:
Although permit activity was down in November, construction activity from previously
issued permits is still running at a good pace. Between continuing construction and
always ongoing zoning activity, building department personnel are kept busy.

♦ Coordinated plow prep package installation on new 1998 1/2 ton truck for Solid Waste Division.
♦ Coordinated snow plow installation on the new 3/4 ton Public Works pickup.
♦ Coordinated the removal of window coverings at Central School for contractor inspection.

♦ Updated Public Works informational brochures.

record keeping.

♦ Dug and installed 6" end cap at Hilltop Avenue.
♦ Installed 12"x12" water tap for the new pump house.
♦ Installed 6x6 water tap at Liberty Street.
♦ Installed new fire hydrant at Hilltop Avenue.
♦ Replaced fire hydrants at 420 Liberty Street, 8`h Avenue West & Center and the WWTP.

♦ Continued maintenance of traffic signals, lights, signs, and meters.

WASTEWATER TREATMENT DIVISION
♦ Four (4) SOPs were written by the Plant Manager.
♦ Wrote troubleshooting guide for PLC analogue output problem.
♦ Put new D.O. system on line. The system is working nicely.
♦ Conducted tour for eleven (11) FVCC Water Quality students.
♦ Developed five (5) new lab forms to meet new permit requirements.
♦ One standard operating procedure was completed during the week of 11/14/97.
♦ 53 work orders were completed during the month of November.
♦ 224 laboratory tests were performed for permits and plant control during the month of
November.
♦ 19 loads of sludge were hauled to Glacier Gold during the month of November.
♦ Still missing 1 PLC analogue output card.
♦ Three analogue output cards to be repaired - will take 120 days.
♦ Working on winterizing the plant and general plant cleanup.
♦ Kalispell Electric is installing wiring for the automatic actuator system for better dissolved
oxygen control in the bio-cells.
♦ Digester Facility Rehabilitation Project: work is proceeding in the gas room.
