AGENDA ITEM 5 - RESOLUTION 4382 -SET DATE FOR PUBLIC HEARING- BUDGET
BACKGROUND/CONSIDERATION: As indicated in the last agenda packet, we would have to
amend the budget for more grants for the Samaritan House. On Friday Nov. 21 ' we received
confirmation that we were successful in obtaining an additional $400,000 grant for this project.
Therefore, we need to amend the budget to reflect this additional revenue.
RECOMMENDATION: To authorize our expenditures of these unanticipated funds, I recommend
approval of a budget amendment as outlined within the resolution.
ACTION REQUIRED: Approval of RESOLUTION 4382 is required_
* *A letter of understanding is currently be compiled for this project that will outline our tasks
for this project.
NOTICE OF PUBLIC HEARING
RESOLUTION NO. 4382
A RESOLUTION CALLING FOR A PUBLIC HEARING TO AMEND THE ANNUAL
APPROPRIATIONS OF THE CITY OF KALISPELL, MONTANA, AS SET FORTH IN
THE 1997-98 BUDGET ADOPTED BY THE CITY COUNCIL FOR THE HOME
INVESTMENT PARTNERSHIPS PROGRAM.
WHEREAS, the annual appropriation for the HOME Investment
Partnerships Program is a federal grant received
subsequent to the adoption of the Fiscal 1997-98 budget,
in accordance with M.C.A. 7-6-4271, and
WHEREAS, the source of funds is federal money passed through the
Montana Department of Commerce in the amount of
$400,000.00, and
WHEREAS, the Planning, Economic and Community Development
Department is a recipient of the HOME Grant Award on
behalf of Samaritan House, and
WHEREAS, said Grant is revenue accruing to the City not
appropriated pursuant to `Section 7-6-4271, and
constitutes an overall increase in appropriation
authority, and
WHEREAS, the appropriate fund would be a Special Revenue fund,
2940, with the appropriate expenditure line item for
construction of a 35-bed shelter,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL FOLLOWS:
SECTION I. That on December 15, 1997, at 7:00 o'clock
P.M., in the Council Chambers, City Hall,
Kalispell, the City Council will hold a public
hearing on appropriating funds from the HOME
Investment Partnerships Program in the amount
of $400,000.00 for Samaritan House.
SECTION II. That notice of the passage of this resolution
shall be published pursuant to Section 7-1-
4127, MCA.

On Friday, November 211, the city was notified that we were successful in our $400,000 HOME
Investment Partnerships Program grant application through the Montana Department of
Commerce. We need, therefore, to schedule a public hearing on December 15, 1997, to amend
the City's 1998 budget to include this amount and to have the Council pass a resolution to do so.
By copy of this memo to Debbie Gifford, I am requesting she proceed with publishing the legal
notice announcing the public hearing.
