AGENDA ITEM 3 - PUBLIC HEARING
A. BUDGET AMENDMENT - SAMARITAN HOUSE GRANT
BACKGROUND/CONSIDERATION: The City has been awarded a $400,000 Community
Development Block Grant for public facilities. These funds are to be used to assist in the
construction of a new 35 bed shelter for the homeless on the west side of town. We are anticipating
three additional federal grants for the Samaritan House. If /when all of these grants are confirmed,
we will have a total of $1,500,000 for the improvements. Improvements will include expansion of
capacity, staff living quarters, single family transitional units, and rehabilitation and code compliance
improvements for the Samaritan House.
B. RESOLUTION 4380- BUDGET AMENDMENT - SAMARITAN HOUSE GRANT
BACKGROUND/CONSIDERATION: This procedure is required to authorize the receipt of these
funds and the spending of the funds for the Samaritan House improvements. This is a completion of
the direction previous authorized by the Council.
RECOMMENDATION: I recommend approval of Resolution 4380 to allow us to continue our
commitment to this project.
ACTION REQUIRED: Passage of Resolution 4380 is required.

A RESOLUTION TO AMEND THE ANNUAL APPROPRIATIONS OF THE CITY OF
KALISPELL, MONTANA, AS SET FORTH IN THE 1997-98 BUDGET ADOPTED BY
-THE CITY COUNCIL FOR THE CDBG PUBLIC FACILITIES GRANT PROGRAM.
WHEREAS, the annual appropriation for the CDBG Public Facilities
Grant Program is a federal grant received subsequent to
the adoption of the Fiscal 1997-98 budget, in accordance
with M.C.A. 7-6-4120, and
WHEREAS, the source of funds is federal money passed through the
U.S. Department of Justice in the amount of $400,000.00,
and
WHEREAS, the Planning, "Economic and Community Development
Department is a recipient of the CDBG Public Facilities
a
Grant on behalf of Samaritan House, and
WHEREAS, the appropriate fund would be a Special Revenue fund,
2940, with the appropriate expenditure line item for
construction of a 35-bed shelter.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL FOLLOWS:

Facilities Grant Program in the amount of
$400,000.00 be granted.
SECTION IT. This Resolution shall become effective
immediately upon its passage by the City
Council.
