Council Minutes - Regular Meeting - October 20, 2014A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M., MONDAY, OCTOBER 20, 2014, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS Jim ATKINSON, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, AND ROD KUNTZ WERE PRESENT. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, AND WAYNE SAVERUD WERE ABSENT. Also present: City Manager Doug Russell, City Attorney Charles Harball, City Clerk Theresa White, Police Chief Roger Nasset, Assistant Fire Chief Jon Campbell, Planning Director Tom Jentz, Planner II PJ Sorensen, and Deputy City Clerk Judi Funk. Mayor Johnson called the meeting to order and led the Pledge of Allegiance. A. AGENDA APPROVAL Guiffrida moved to approve the Agenda. The motion was seconded. There was no discussion. The motion carried unanimously upon vote with Carlson, Gabriel, and Saverud absent. B. CONSENT AGENDA APPROVAL Council Minutes — Regular Meeting — October 6, 2014 2. Ordinance 1745 — Airport Affected Area — 2nd Reading This ordinance amends Ordinance 1573 establishing regulations in the Kalispell City Airport affected area to provide airspace protection and land use compatibility with airport operations. Ordinance 1745 passed unanimously on first reading October 6. Authorization to Enter into Professional Services Agreement (Moved to main Agenda as Item El2) 4. Proclamation — Red Ribbon Week Kluesner moved to amend the Consent Agenda by moving item. 3, the Authorization to Enter into Professional Services Agreement, to the main Agenda as item E12 and approve the amended Consent Agenda. The motion was seconded. There was no discussion. The motion carried unanimously upon roll call vote with Carlson, Gabriel, and Saverud absent. C. COMMITTEE REPORTS jI Kalispell City Council Minutes October 20, 2014 Page 1 I Awards Presentation — Architectural Review Committee Mark Norley, Architectural Review Committee Chairman, presented the 2014 architectural awards to Glacier Eye Clinic for new construction, and Kalispell Brewery for renovation to a historic building. 2. Life Saver Awards Presentation — Kalispell Fire Department Jon Campbell, Assistant Fire Chief, presented Life Saver awards to council member Ron Kuntz, Kalispell Police Officers Michelle O'Neil and Jordan Venezio, and Kalispell Fire Department members Dave Dedman, Greg Daenzer, Kirk Pederson, Don Thibert, Mike Chappuis, Trent Cook, Ben Graham, Jason Schwaiger, Soren Koetmer, Adam Clifton, Jonathan Hall, and Jon Campbell. There was no other public comment. E. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION E/1. ORDINANCE 1747 — GLACIER TOWN CENTER PUD AGREEMENT EXTENSION —1ST READING This is a request for a one-year extension of the Planned Unit Development agreement for Glacier Town Center located north of West Reserve Drive between Highway 93 North and Whitefish Stage Road. Jentz gave a report and staff answered questions. Public Comment 10 Guiffrida moved first reading of Ordinance 1747, an ordinance authorizing and adopting an amendment to the Glacier Town Center Planned Unit Development Agreement. The motion was seconded. Council Discussion None. The motion carried unanimously upon roll call vote with Carlson, Gabriel, and Saverud absent. E/2. AUTHORIZATION TO ENTER INTO PROFESSIONAL SERVICES AGREEMENT (Removed from Consent Agenda) Staff requested authority to negotiate an agreement with CTA Architects for professional services to update the 1996 Airport/Athletic Complex Redevelopment Plan (South Kalispell Urban Renewal Plan). Russell and Jentz gave reports and staff answered questions. Kalispell City Council Minutes October 20, 2014 Page 2 Public Comment None. Atkinson moved staff be authorized to negotiate an agreement with CTA Architects for professional services to update the 1996 Airport/Athletic Complex Redevelopment Plan. The motion was seconded. Council Discussion Graham remarked a local firm could be perceived as biased. A fresh perspective would have come from an outside firm. Jentz answered additional questions. Guiffrida noted staff has answered his questions and concerns and he will support the motion. Kuntz stated he will support the motion as his concerns were also addressed. The motion carried upon vote with Atkinson, Guiffrida, Kluesner, Kuntz and Mayor Johnson voting in favor, Graham voting against, and Carlson, Gabriel, and Saverud absent. F. MAYOR/COUNCIL/CITY MANAGER REPORTS (No Action) Russell encouraged everyone to be informed on the election issues; noted the downtown sidewalk construction is being performed by the Montana Department of Transportation for ADA accessibility; the work session next Monday will cover the Growth Policy and Pawn Shop ordinance; and a work session on the west side interceptor is scheduled for November. Kuntz, in response to his Life Saver award, remarked everyone should know how to perform CPR. Atkinson commented the Montana League of Cities and Towns conference in West Yellowstone October 8, 9 and 10, was very informative. Mayor Johnson requested a press release for the construction on I st Avenues East & West. He also reminded the public the Candidate Forum held on October 7 is available for viewing on the kalispell.com home page and requested public participation at the Growth Policy work session October 27.
