03. Ordinance 1268 - Meridian Road - 2nd ReadingAgenda -November 3, 1997 AGENDA ITEM 3 - ORDINANCE 1268-MERIDIAN ROAD -ONE WAY EAST BETWEEN HIGHWAY 93 AND WINDWARD WAY-2ND READING BACKGROUND/CONSIDERATION: This is the continuing process for this change in traffic direction. The coordination with the opening of the new portions of streets is assured. This street should be opened by the November 18 target date. At this time the driving surface is complete. All of the handicapped ramps are not complete. The construction trailer is still on the street. One small wedge of asphalt needs to be poured at one intersection. Discussions with MDOT have indicated that there is no reason to have a further joint meeting. They believe this is the correct decision and is one that was previously agreed upon and approved. RECOMMENDATION: I continue to recommend the approval and immediate implementation of the one-way ordinance for this street. ACTION REQUIRED: Completion of the god reading of ORDINANCE 1268 will allow us to install the signs for this change and we will coordinate the signal and signing with the opening of the Buffalo Commons area street improvements. AN ORDINANCE TO ESTABLISH ONE-WAY ONLY VEHICLE TRAFFIC ON MERIDIAN ROAD EAST BETWEEN US HIGHWAY 93 NORTH AND WINDWARD WAY AND DECLARING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. All vehicular traffic on Meridian Road East between US Highway 93 North and Windward Way shall be from West to East only. SECTION II. Vehicle traffic in a manner and direction other than as provided herein is prohibited, and a willful, purposeful or negligent violation hereof shall be punished as provided by section 1-9 of the Kalispell City Code. SECTION TIT. This Resolution shall become effective 30 days following its passage by the City Council and signed by the Mayor and upon the activation of the traffic signal at U.S. Highway 93 and Northridge Drive, whichever shall last occur.
