time is granted by the Council, shall limit the address
to the Council to three minutes.

BACKGROUND/CONSIDERATION: I have enclosed the minutes and staff
report outlining this request. The Planning Board, with no dissenting votes, approved
the use request with four conditions (page 5 of the report).
RECOMMENDATION: After reviewing the findings of fact and the report, I
concur with the Board's conclusion and recommended approval.
ACTION REQUIRED: APPROVAL of the consent agenda, will authorize the
conditional use.
