5. Resolution 4372 - Stop Signs - Glenwood and Liberty StreetAgenda -October 20, 1997 AGENDA ITEM 5 - RESOLUTION 4372-STOP SIGNS-GLENWOOD AND LIBERTY BACKGROUND/CONSIDERATION: Based upon a petition submitted by neighborhood residents, the Police Chief and Public Works Director upon my direction, have reviewed the conditions and history of this intersection. They have concluded that the intersection is a problem. The required traffic warrant is achieved due to the accident history of this intersection (seven accidents within the last year). RECOMMENDATION: Based upon this review and history of the intersection, the staff and I concur. We should install stop signs at this intersection to control the traffic by providing stop requirements for the north and south bound traffic. ACTION REQUIRED: Approval of RESOLUTION 4372 will authorize the installation of these stop signs. A RESOLUTION APPROVING THE PLACEMENT OF A STOP SIGN IN THE NORTH AND SOUTH BOUND LANES ON GLENWOOD AT ITS INTERSECTION WITH LIBERTY STREET AND DECLARING AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That vehicles, including motor vehicles, bicycles, or other vehicles shall be required to stop in the North and South bound lanes on Glenwood at its intersection with Liberty Street. SECTION II. The Chief of Police is authorized and directed to erect a stop sign at the above location. SECTION Ill. This Resolution shall become effective immediately upon its passage by the City Council and approval by the Mayor. Chief SUBJ : Erection of stop signs on Glenwood at intersection with Liberty Street, request for approval The Public Works Director and I agree that stop signs are needed and meet the necessary warrants at the intersection of Glenwood and Liberty Street. There have been (7) accidents there in the last year. I have asked Public Works to erect the stop signs on Glenwood for north and southbound traffic for an immediate solution to what we feel is a safety issue. I am asking you to seek council approval for these stop signs as a permanent remedy to the problem. Thank you. ��a SEP 2 5 1997 Dear City Manager, in the following letter I would like to outline some important reasons why we the residents of Liberty Street would like to have a stop sign at the south side of the Glenwood and Liberty intersection. Approximately one year ago I stood before the city council and requested that something be done to help reduce the number of accidents at the Glenwood -Liberty street intersection. The intersection had become increasingly dangerous because Glenwood became a through street approximately 2 to 3 years ago, allowing more traffic to travel in a North -South direction Unfortunately. the, southern approach on Glenwood has extremely poor visibility for any driver heading North on Glenwood because of large hedges and the location .of certain residences. After I presented the situation to the city council, a recommendation was made to prune the hedge that limited visibility. Pruning the hedge did help reduce the number of accidents, however last week my wife and I were sitting and chatting in our living room when the familiar sound of. screeching tires, crunching metal and shattering glass echoed through our house. A young gal collided with another vehicle carrying two young ladies and a toddler. one vehicle was shoved on to -the driveway of the Nelson `s, not ten feet from where their grandchildren were playing basketball. In the past the Nelson's have also had one of their cars damaged in the driveway by an accident in the intersection, Personally I have had two close calls where I have locked up my brakes to avoid a car headed North on Glenwood, I am not sure what the cost of installing a single stop sign is, but it can't be more than the cost of towing and repairing 2 cars, 2-4 hours of a policeman's time and the very real potential of seriously injuring ourselves, chil- dren or grandchildren. . My family and other residents who have signed the letter below would sincerely appreciate action on our proposal to install a stop sign and provide for the safety of everyone who drives this intersection.
