07. Resolution 4368 - Ambulance Rate Increase RequestAgenda -October 6, 1997 AGENDA ITEM 7 - RESOLUTION 4368-AMBULANCE RATE INCREASE REQUEST BACKGROUND/CONSIDERATION: The Fire Chief has requested a rate increase for the Ambulance service. The last increase for the service was in 1995. This increase is requested due to the increasing non -collectible billings and the "slow" reimbursements from Medicare. Our service is experiencing the same trouble with this as all of the health providers across the nation. The non -collectibles were projected to be approximately $60,000 for the end of the fiscal year. The actual shortfall in this fund was $77,908. This means that our replacement fund will not receive the $25,000 that we expected. The increase that is requested is summarized below: Current Rate Proposed Rate Inc. We have enclosed a comparison of other ambulance service fees across Montana. Agenda -October 6,1997 RECOMMENDATION: Upon review of the revenue projections, the actual shortfall of revenues (due to non-payment), and our need to continue to build the reserves to replace our equipment, I concur with the Fire Chief s request and recommend approval of the rates as proposed. ACTION REQUIRED: APPROVAL of Resolution 4368 will authorize the new rate to be placed in effect. RESOLUTION NO. _ 4368 A RESOLUTION ESTABLISHING AMBULANCE RATES FOR THE USE OF THE KALISPELL AMBULANCE SERVICE AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Kalispell maintains an ambulance service through its fire department; and WHEREAS, to support this service it is necessary to establish rates to be charged for its use, and the City Council deems it to be in the public interest to establish reasonable rates. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That the rates for the use of the Kalispell Ambulance Service shall be as follows: Base rate Loaded mile rate (First 100) Over 100 Oxygen Drugs $235.00 6.00 3.00 25.00 First 1/2 hr.,$10.00 each additional hr. $305.00 6.00 3.00 25.00 First 1/2 hr.,$10.00 each additional hr. Cost of Drugs Stand-by Ambulance: $110.00 for the first hour and $85.00 per hour thereafter. This rate will be figured on a quarter hour basis. Anyone transported during stand-by will be billed per any normal run. *B.L.S. = Basic Life Support A.L.S. = Advanced Life Support SECTION II. This Resolution shall become effective immediately upon its passage by the City Council and approval by the Mayor. I request a small increase of $15.00 for both BLS and ALS responses and $15.00 for stand by time. Below is a list of our current rates: BLS RATES ALS RATE BLS RUNS: $220.00 ALS RUN: $290.00 MILEAGE: $6.00 per loaded mile (More than 100 miles $3.00 per loaded mile) OXYGEN: $25.00 for first 1/l/2 hours and $10.00 each additional hour DISPOSABLES: COST OF (Collars)25.00 etc. DRUG COST AS LISTED IN MEDICARE REGULATIONS STAND BY AMBULANCE: $110.00 FOR THE FIRST HOUR AND $85.00 AN HOUR AFTER THAT.
