Recreation Coordinators:
Tuly is the busiest time of the year for the Recreation
V Department. The community is enjoying the noon concerts at
Depot Park, kids and parents swimming at the pool. The seniors are
still busy hiking, biking, whitewater rafting, studying about
Dino's, and touring. Outdoor Camps spent most of July: horseback
riding, Kayaking, watersliding, hiking, whitewater rafting, and
rock climbing. The end of July we had over 1,000 people enjoy ice
cream from Meadow Gold and B-98, and swim at Bruckhauser Pool for
Dollar Dip Day.
August activities start slowing down with the Fair in town and
school the end of the month. This month our Department was
still busy with tennis lessons, our last Evening in Music was a
very enjoyable Orchestra playing the Blues Brothers, Jerry Lee
Lewis and Velveeta and the Spam Tones. Seniors were busy hiking,
biking, overnight trips and more. Outdoor Recreation participants
were busy rock climbing, hiking, and going to the Fair.
September is busy with Friskies Frisbee Dog Contest, a two day
Tennis Tournament, a Tour to Garnet Ghost Town, senior hiking
and biking trips, and the Punt, Pass and Kick. At the Frisbee Dog
Contest we had 24 dogs, both mighty mutts and playful purebreds
leaping skyward to catch a frisbee. We had 35 seniors tour the
Garnet Ghost Town near Clearwater.

There were seven (7) sign permits issued for the month of April.

Counter traffic and telephone inquiries regarding proposed projects within the city has
been heavy this month.
Many people have been inquiring regarding building garages, additions, fences, and the
setbacks that apply to their piece of property, etc.
Weekly meetings with staff are ongoing regarding ongoing projects and new proposals for
commercial and renovations.
There has been an extremely high number of calls regarding whether a property is located
in the floodplain.
There was not a Board of Adjustment meeting in April due to lack of applicants.

There were two (2) sign permits issued for the month of May.

One variance application was received to be heard at the June, 1997 Board of Adjustment
meeting.
Much of the month of May was spent reviewing the budget numbers for the Kalispell City
Airport.
The zoning administrator met with two representatives from FEMA, the state
representative from DNRC, along with several staff members to discuss the on -going
floodplain issues at the Hampton Inn. At this meeting we discussed how to bring the
Hampton Inn and the City of Kalispell into compliance with FEMA's requirements.
Consequently, Diana has talked several times with the representative from the Hampton
Inn to explain what is happening and what the city will be requiring from them.

Building Activity
The Kalispell Building Department issued 1,375 permits for the fiscal year. That is about
96 percent of the previous fiscal year. Although the number of permits was about the
same, the value of the work was less and therefore revenue was reduced. Value of
construction outside the city limits was constant while construction value within the city
limits was barely over half of what it was the year before.
Zoning:
There were six (6) sign permits issued in June.
(1) Domino's Pizza (temporary banner)

Diana Harrison met with FRDO staff to review the zoning ordinance to see areas where
staff might be able to make things better and easier to understand. Work continued with
FRDO staff to update the city boundary map.
Diana met with representatives from City Service and Jackola Engineering to facilitate
their projects progression.
Diana also met with Dallas Herron of Valcon Distributing to go over options for a four
phase plan they have in mind.
The zoning administrator accepted three (3) variance applications for the July 1st Board of
Adjustment meeting.
(1) Leslie Anthony - Addition to the Kal-Med-Dent office.
(2) Alan Gerhart - Garage in rear and side corner setbacks.
(3) Kent Saxby - Garage encroachment in side corner setback (withdrawn).
Personnel: John Levien, the building department plans reviewer terminated his
employment effect June 5, 1997. The city is advertising to fill the vacancy.

General:
The legislature passed laws that will make it more burdensome for building inspections to
be conducted. Though their stated intention is to reduce government, the outcome is that
additional time and/or human resources will be needed to comply with new requirements.

KDC Site.
The City Council authorized the
sale of the Kalispell Development
Center (KDC) Site to Irwin Davis
& Company of Redmond, WA,
for $419,495. The sale of the
former Flathead Valley
Community College (FVCC)
property will result in $2.5
Million of private redevelopment
of the land which has been
publicly held and tax exempt
since it was first occupied by
FVCC in the 1970s.

Irwin Davis & Company proposes

two-phase construction plan for
two new multi -story buildings
estimated to generate more than
$44,000 in annual ad valorem
taxes.
Construction of a third building
(Phase 111) was originally planned
by the developer; however, it
cannot be assured unless additional
Main Street frontage is acquired.
The City will entertain proposals
for the purchase and redevelop-
ment of the Main Street real estate
it bought from National Flood
Services on October 7, 1997.
A final Purchase & Sale Agreement/
Redevelopment Agreement is
expected to be ratified by the City
Council on October 6, 1997.
Daley Field Site.
On September 15, 1997, the City
Council accepted a proposal from
Rosauers Supermarkets, Inc., to
purchase a minimum of 5-'/a acres
of the 15.6 acre Daley Field Site
for $743,31 1. Rosauers reserved
the right to purchase an additional
21,780 sq ft for the same $3.25
per sq ft price offered.
Rosauers plans to build a new
50,000 sq ft food and drug store
with a combined value of more
than $6 Million, estimated to
generate $142,757 in annual ad
valorem taxes.
Cash from the sale of the Daley
Field property is pledged to pay
part of the cost of constructing
new youth baseball, softball, and
soccer fields on the 138 acre
Youth Athletic Complex on State
School Trust land leased by the
City at 4 Mile Drive and U.S. 93
North. (See related story in this
issue of Updates.)
The rest of
the total
$1 Million
pledged by
the City for
the Kalispell
Youth
Athletic Complex has been
generated by the $738,700 sale
of Haven Field. All funds
remaining from land sales
proceeds will be used by the City
to help pay the costs associated
with implementing the Kalispell
City Airport/Youth Athletic
Complex Urban Renewal Plan
and will be supplemented with
annual tax increment payments
also available for the project or to
cover annual debt service
payments on bonds sold to
finance the project.

As soon as Rosauers' site plan is
complete and the parcel is
surveyed and subdivided, the
City expects to offer for sale and
redevelopment the remaining
two parcels located to the north.
and south of the Rosauers site.
The City anticipates receiving
proposals for an additional $1.3
Million from the sale of these
remaining commercial real estate
parcels and has pledged the
proceeds to implement the
Airport Plan.
Based on the PECDD staff
estimates provided to the City
Council, by the year 2001 the
Rosauers and Haven Field
redevelopment projects alone
will generate more than
$267,860 in annual ad valorem
tax increment. The tax
increment will be available for
the eligible and required public
investment necessary to improve
the Kalispell City Airport and to
provide the necessary public
infrastructure to encourage the
private redevelopment of the
area. Haven and Daley Fields
were both tax exempt and have
never provided ad valorem tax
revenue to any taxing jurisdiction.
Their sale and private
redevelopment will not add any
tax burden to any taxing
jurisdiction and, in fact, will lessen
ongoing taxpayer support for
youth athletics and recreation
field maintenance because of
Kidsports participation in the new
Kalispell Youth Athletic Complex.
With the sale of the remaining two
parcels on Daley Field, for an
estimated conservative market
value, the Haven and Daley Field
real estate sales will generate in
excess of $2.7 Million for the City
and enough annual tax increment
to complete the Airport Urban
Renewal Plan as originally
envisioned to a minimum B- I
standard.
Youth Athletic Complex
Lease Payments Benefit
Montana Education
Montana schools and education in
general will benefit directly from
the City of Kalispell's $37,955
annual lease and conversion of 138
acres of State owned school trust
land to a higher and better use as
the new Kalispell Youth Athletic
Complex.
Last spring, the PECDD staff
negotiated the terms of a 40 year
lease of the 138 acre site which
according to a Daily Inter Lake
article by Rick Hull, ". I . would
quadruple school income from
state land north of the city and
eventually raise nine times more
than the present agricultural lease."
The article inaccurately states
the state currently averages
$5,000 a year from an agricultural
lease on the 138 acres it has leased
to the City" when, in fact, the state
averages only $5,000 per year in
income from its lease of the entire
620 acres remaining in School
Trust Land in Section 36,
Township 29N, Range 22W.
The City agreed to pay $37,950
per year beginning in year five of
the lease with rent discounted in
years one through four based only
on the total number of acres
actually developed during that
period. This rent concession was
granted by the State to
acknowledge the significant capital
investment the City would make
during the first five years of the
lease. The lease will increase
annually at a rate of 1.5% for
years 6 - 19. The rent in year 19
will be $46,745.13. The entire
amount will go to Montana
schools and education.
Kidsports, a Montana not -for -
profit corporation representing
the Greater Kalispell Youth Soccer
Association, Pee Wee Baseball
League, Kalispell Babe Ruth
League, and the Kalispell Youth
Softball Association is currently
negotiating an agreement with the
City whereby it will actually be
responsible for the annual lease
payments required of the City of
Kalispell during the initial 20 years
of the lease. In addition, Kidsports
will aid in maintenance, operation,
capital improvements, and
equipment purchases for the
Youth Sports Complex.
Kidsports will establish fees to be
paid to it by users (i.e., individuals,
associations, tournament
participants, etc.), visitors (i.e.,
admission fees to events, etc.),

advertisers (sponsors, fence ads,
etc.), or others using or
frequenting the complex to pay
the annual lease payment and
cost of operations and
maintenance.
The City has agreed to
contribute up to $1 Million
toward the cost of developing
the sports complex estimated to
eventually cost $1.9 Million. The
City's share has been generated
from the sale of its tax exempt
real estate that is currently used
for youth baseball and softball.

The Montana Department of
Natural Resources and
Conservation is charged with the
responsibility to maximize school
trust fund income and to
encourage the highest and best
use of school trust land. DNRC
has agreed to annex the 160
acres of School Section Land and
to work with the City of Kalispell
to assure this public asset is
developed according to the City/
County Master Plan and will
continue to generate maximum
income for Montana schools. A
PECDD analysis of the
transaction indicates the
monetary benefits to statewide
schools and Kalispell youth sports
are significant.
State Selects Kalispell's
CDBG Application to Fund
Shelter
On August 21, 1997, the City of
Kalispell placed "first" in grant
competition for a $400,000
CDBG Public Facilities Grant from
the Montana Department of
Commerce on behalf of Samaritan
House for a new shelter building.
Two additional grant applications
have been submitted to help fund
Phase 2 of the expansion project.
A $300,000 Supportive Housing
Program grant application was
submitted to Washington, D.C.
and a $400,000 HOME
Investment Partnerships Program
grant application was submitted to
the Montana Department of
Commerce. Competition for
these funds is extremely keen and
the ranking processes will not be
completed until late November or
early December 1997.
A final grant application in the
amount of $400,000 will be
submitted to the Montana
Department of Commerce on
October 15, 1997. This grant
would be used to rehabilitate the
existing shelter building as well as
two four-plexes directly across the
street. If successful, the City will
be responsible for raising $1.8
Million in grant funds to enable
Samaritan House to complete this
much needed expansion and
become almost self-supporting.
Program
Five units are currently under
construction and occupancy is
anticipated to take place the early
part of November. A second bid
packet is being prepared and,
weather permitting, construction
could begin prior to winter.

renovation plans to convert the

museum. The Northwest
Montana Historical Society has
been working on its fund-raising
efforts to assure the City Council
they have funds for the first two
years of operations and
maintenance. The required
$250,000 is now escrowed at

Glacier Bank and all parties have
agreed to proceed. The signed
lease option now gives the
Historical Society the ability to
apply for grants and begin their
formal fund-raising.

At a special workshop session on
September 8, 1997, the City
Council reviewed the floor plans
and directed James McDonald
Architects to proceed with final
construction documents and bid
specifications.
At their regular meeting on
September 15, 1997, the City
Council authorized the City
Manager to begin advertising for
construction bids, with bids due
Thursday, November 20, 1997.
The Council will review the bids
on December 1, 1997, and take
action to award the contract.
Work is scheduled to begin this
winter with a fall/winter
completion in 1998.
The reuse of Central School as a
museum also received
unanimous endorsement from
the City -County Planning Board
after the Public Hearing for the
Conditional Use Permit. The
Board expressed their
"excitement and enthusiasm" for
the project and recommended
approval to the City Council. The
Council will take action on the
favorable recommendation at its
October 6, 1997, meeting.
City Offers National Flood
Service Property for Sale as
New $2.3 Million National
Flood Services Building
Comes Out of the Ground
Expansion to 110 employees is
targeted for early 1998 when
National Flood Services (NFS)
moves into its new $2.3 Million
building on Corporate Way in
January 1998 according to Curtis
M. Lund, President. By the year
2000, or sooner, the company
should grow to over 200
employees.
The NFS new construction and
expansion was made possible in
part by the City's agreement to
purchase the old and functionally
obsolete NFS building and parking
lot located at the corner of Main
and Center and adjacent to the
City owned land at the south end
of Block 36, respectively. The free
standing NFS parking lot provided
only 22-24 stalls of parking for over
70 NFS employees working out of
the cramped downtown facility.
There was no room to grow and
to provide over 200 parking stalls
to meet their minimum
requirements.
The City invested $328,147 to
purchase the NFS real estate. It is
currently being offered for sale
and redevelopment with
redevelopment proposals due on
October 7, 1997. The City's
offering is for the building alone or
with the 7,000 sq ft parking lot, or
a developer may submit a
proposal to purchase only lots 15
and 16 (the parking lot) without
the building. Lots 15 and 16 may
not be split and must be either
developed alone or incorporated
into another redevelopment
proposal for real estate within the
area. It is anticipated that the sale
and redevelopment of the NFS
property will enhance the planned
redevelopment of the 49,000 sq
ft of Block 36 already assembled
by the City and scheduled to be
sold after City Council ratification
of the purchase and sale
agreement/redevelopment

Equity Supply management is
proceeding to implement its plans
for a mid -December 1997

warehouse will be a modern steel
building replacing a functionally
obsolete run-down warehouse on

The Equity Feed Store is an

Center operations, including the
addition of a fertilizer plant. The
additions and improvements to it
hardware and convenience store
represent an additional $750,000
investment in the Kalispell Urban
Renewal area. All of the new

Company investment in its
redevelopment projects have
enhanced the City's tax base,
improved the environment,
appearance, function, and life
safety of buildings. They will
continue to be an important
customer draw and significant
taxpayer in the downtown area.
