City of Kalispell

Dear Clarence.
Thank you for taking the time to discuss the East Meridian extension with me this morning, It is
my understanding that The Summit facility was oriented to the north and the area landowners
required to pay for the Meridian Extension in order to reduce traffic flow onto Sunnyview Lane.
It is most unfortunate that with the development of Buffalo Commons Meridian extension will
now become a one-way street to the east. The vast majority of our membership exits The
Summit facility and heads either south bound on 93 or crosses 93 to the west and proceeds south
bound on Meridian, When Meridian extension becomes one-way cast these members will exit
the facility via Sunnyview Lane to 93 reoreating the problem that was to be eliminated with the
construction of the Meridian extension. It is our recommendation that the Meridian extension
remain as a two-way street to avoid excessive flow of traffic onto Sunnyview Lane.
Should the Meridian extension become one-way east bound as proposed we would, at the very
least, like to see parking installed along the south side of the road. The area is well lighted and
the road plenty wide to safely accommodate such parking.
Finally, we support the request of the Two Medicine owners their right hand turn be permitted
from their driveway to 93 and then a right turn be permitted on to Hwy 93.
Sincerely,
}

Dear City Council Members,
I am a landowner, as a partner in the Two Medicine Building, on Highway 93 near the Meridian
intersection. We had been through a number of negotiations through .the city regarding our
initial layout and building permit. Since we have built, the Meridian extension has gone through
on the south side of our property. I understand that the Meridian east extension is designated
to become a one way street heading east.
The exit onto Meridian from our parking lot has become a very useful exit to our patients. Our
practice alone sees 50-100 patients a day, a majority of whom are elderly. The traffic light and
ability to get across 93 is very helpful to them. I would ask that you consider allowing the
Meridian east extension to remain a two way street. I am curious if a car sensitive or sequenced
lighting system could be'used to avoid interference with the heavy flow of traffic up Meridian
and onto 93. If at all possible, continuing westbound traffic on Meridian- would be very helpful
to our practice and other property owners along Meridian.',Thank you for.,your consideration.'
Sincerely,
Roge A. Barth, M.D.

Dear mayor and City Council,
Recent events prompt me to ask this council exactly how 1225,2nd.Ave E.
in Zone R 4 is classified? According to the city ordinance Zone R4 is
residential Ch.27.07. Permitted uses are dwelling duplex. Permitted
uses by CUSP 27.07.030 are community residential facility, foster and group
homes.
I would like to know if 1225,2nd Ave.E. iss-
1. A duplex or a dwelling?
2. A low income 6 unit apartment? My understanding is that it is a part of the
state moderate rehabilitation program, here the subsidy is tied to the rental unit.
The tenant pays 30% of his income. Xa*-t*ta ;,'ammunity Partners presumably is the
landord.
A
3.Or is it a community resident facility operated by MCP as a transitional
supported housing model called Independence House with support and care provided
from 7 a.m. 11 p.m?
4.0(Does this mean that this area now can have low income housing, 6 plexes and/or
apartment houses?
Thank you for your response.
Sincerely yours,
