6. Resolution 4363 - Grant Applications - Comm DevAgenda. -September 15, 1997 AGENDA ITEM 6 - RESOLUTION 4363-SUBMIT GRANT APPLICATIONS FOR A COMMUNITY DEVELOPMENT BLOCK GRANT AND A HOME PROGRAM GRANT BACKGROUND/CONSIDERATION: I have enclosed a copy of a memo from Susan Moyer concerning grant applications for CDBG and HOME Grants. The memo explains our need for authorization to submit the resolution with the grant. RECOMMENDATION: To allow us to continue to request grant funds, I recommend the resolution be approved. ACTION REQUIRED: APPROVAL of Resolution No. 4363 will allow us to proceed through the grant process. RESOLUTION NO. 4363 A RESOLUTION AUTHORIZING SUBMISSION OF APPLICATIONS TO THE MONTANA HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM AND A COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND AGREEMENT TO CERTIFICATIONS FOR APPLICATIONS FOR THE PURPOSE OF RECEIVING FUNDS ON BEHALF OF SAMARITAN HOUSE. WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce for a Community Development Block Grant (CDBG) in the amount of $400,000 and Montana Home Investment Partnership Program (HOME) grant in the amount of $400,000 to assist Samaritan House with the acquisition of eight (8) existing one -bedroom apartments for use as transitional living units, a concourse building providing fourteen (14) additional living units and the rehabilitation of thirty-one (31) living units. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL FOLLOWS: SECTIvON1. That the City of Kalispell agrees to conform with the regulations, statutes, terms and conditions for said Applications. SEC_TL4N__II. That Clarence Krepps, City Manager, is authorized to submit the applications to the Montana Department of Commerce, on behalf of the City of Kalispell and Samaritan House, and to provide such additional information as may be required. SECTION III. This Resolution shall become effective immediately upon its passage by the City Council. Per the requirements of the CDBG and HOME Programs, we need City Council to pass a resolution(s) authorizing the submission of applications on behalf of Samaritan House. Hopefully, Glen can do a combined resolution to save some time. The Home Investment Partnerships Program (HOME) grant application must be in the mail by midnight, Monday, September 15, 1997. The $400,000 to be raised through this grant will allow the City to assist Samaritan House with the acquisition of 8 existing one -bedroom apartments across the street to the east for use as transitional living units. Additionally, the HOME grant will contribute to the construction of a concourse building on the existing site between the existing shelter and the new building. The second floor of this concourse will provide 14 new Single Room Occupancy apartments for additional transitional living units. Individuals or families may reside in transitional living units for a period not to exceed two years. During that time in transitional living the individuals are enrolled in a Continuum of Care Program which assists them with basic skills such as job training, parenting classes, basic GED or literacy classes, health care services etc. The Community Development Block Grant for Housing and Neighborhood Revitalization must be submitted no later than Friday, October 17, 1997. This $400,000 grant will go toward the rehabilitation of the existing 23 apartments in the existing shelter, rehabilitation of the 8 units across the street, and site improvements at both locations.
