BACKGROUND/CONSIDERATION: These resolutions are all required for
approval of the 1997-98 Budget as proposed by the staff.
RECOMMENDATION: Based upon the budget presentation, Council input,
questions, and tentative approvals at the budget workshops, I
highly recommend the approval of the budget as presented.
ACTION REQUIRED: APPROVAL of each of the resolutions ss Compiled
will authorize the budget as presented.
RESOLUTION NO. 4351
A RESOLUTION FIXING THE ANNUAL APPROPRIATIONS FOR THE CITY OF
KALISPELL, MONTANA, AS SET FORTH IN THE 1997-98 BUDGET ADOPTED BY
THE CITY COUNCIL.
SECTION I. That the annual appropriations for the General Fund and
other tax supported budgets of the City of Kalispell, Montana, and
the same is hereby fixed as follows:

A RESOLUTION MAKING THE ANNUAL TAX LEVIES FOR THE CITY OF
KALISPELL, MONTANA, FOR THE FISCAL YEAR 1997-1998.
BE, IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS
FOLLOWS:
SECTION I. That there is hereby levied upon each and
every dollar of the taxable valuation of the City of
Kalispell, Montana, for the fiscal year 1997-1998, the
following levies:
GENERAL FUND 74.66 MILLS
COMPREHENSIVE INSURANCE 10.00
RETIREMENT 13.00 "
HEALTH INSURANCE 16.00 "
GENERAL OBLIGATION BOND 2.50 "
TOTAL 116.16 MILLS

RESOLUTION NO. 4353
A RESOLUTION LEVYING AND ASSESSING 4.15 MILLS AS THE CITY'S SHARE
OF THE COST OF OPERATING THE FLATHEAD CITY -COUNTY HEALTH
DEPARTMENT.
WHEREAS, the City Council of the City of Kalispell and the
Flathead Board of County Commissioners entered into an Interlocal
Agreement dated March 14, 1980 for the operation and maintenance of
the Flathead City -County Health Department, and
WHEREAS, the Interlocal Agreement provides that the cost of
operation of the Flathead City -County Health Department shall be
distributed between Flathead County and the City of Kalispell with
each entity levying an identical levy, and
WHEREAS, the City's share of the cost of operating the
Flathead City -County Health Department, under the Interlocal
Agreement, in fiscal year 1998 shall be approximately $86,233.00,
and
WHEREAS, it is necessary to levy 4.15 mills to fund the City's
obligation to the Flathead City -County Board of Health.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. That a tax be levied for the assessment of
cost in the amount of $86,233.00, for the operation and
maintenance of the Flathead City -County Health Department
in fiscal 1998.
SECTION II. That the sum of $86,233.00 shall be
collected by levying 4.15 mills upon the taxable
valuation of each parcel of property within the corporate
limits of the City.
SECTION III. That the City Finance Director is
authorized and directed to furnish a copy of this
Resolution to the Flathead County Treasurer.
SECTION IV. The Flathead County Treasurer is authorized
to collect the money in behalf of the City of Kalispell
and disburse said funds as County Funds.

RESOLUTION NO. 4354
A RESOLUTION TO LEVY THE COST
OFFENSIVE MATTER FROM STREETS,
SPECIAL TAX AGAINST PROPERTY FROM
AND THE DISPOSITION THEREOF.
OF REMOVAL OF GARBAGE OR OTHER
ALLEYS OR ON ANY PREMISES AS A
WHICH SUCH MATTER WAS DEPOSITED,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL,
MONTANA:
WHEREAS, Section 7-14-4105 MCA, gives a City Council power to
provide for levying the cost of removal of garbage or other
offensive matter from streets, alleys, or any premises as a special
tax against that property from which the same was deposited, the
City Council deems such a method more equitable and just than
paying for such removal from the General Fund of the City.
SECTION I. The assessments for removal of garbage or other
offensive matter for the year 1997-1998 are hereby estimated to be
$400,000.00 and the City Council finds that the cost of the removal
of garbage and other offensive matter from the various lots and
parcels of land within the city and benefitted by such removal is
the amount as shown by the records maintained in City Hall.
SECTION II. That the assessments charged are hereby established as
follows:
(a) $70.00 per average single family residential
dwelling unit on one or more contiguous city
lots per year;
(b) Charges for all other garbage collection
service shall be in accord with the schedule
maintained in the office of the Director of
Public Works.

RESOLUTION NO. 4355
A RESOLUTION LEVYING AN ASSESSMENT FOR THE COST OF SPECIAL
MAINTENANCE FOR THE PURPOSE OF MAINTAINING THE STREETS AND AVENUES
OF THE CITY OF KALISPELL FOR THE FISCAL YEAR 1997-1998.
WHEREAS, the assessment cost of the Special Maintenance
District #1 for the fiscal year 1997-1998 is estimated to be
$370,781.00, and
WHEREAS, at a public hearing held on the 21st day of July,
1997, the City Council did consider all objections made to said
estimate and to the basis of the levy and assessment for payment
for said cost.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA:
SECTION I. That a tax be levied for the assessment cost,
or $370,781.00, be in the amounts set opposite the
description of each lot or parcel of land, as shown by
the special assessment lists on file in the office of the
City Finance Director.
SECTIQN II. The amount of said tax shall be levied
proportionately on an area basis in the amount of $.0045
per square foot of lot or parcel of land within the
district except public streets or rights of way.

A RESOLUTION LEVYING AN ASSESSMENT FOR THE COST OF LIGHTING THE
STREETS IN THE CITY DOWNTOWN DECORATIVE LIGHTING DISTRICT FOR THE
FISCAL YEAR 1997-1998.
WHEREAS, the assessment cost of the Downtown Decorative
Lighting District for the fiscal year 1997-1998 is estimated to be
$4,285.00, and
WHEREAS, at a public hearing held on the 21st day of July,
1997, the City Council did consider all objections made to said
estimate and to the basis of levy and assessment for payment for
said cost.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA:
SECTION_ I. That a tax be levied for the assessment cost,
or $4,285.00, be in the amounts set opposite the
description of each lot or parcel of land, as shown by
the special assessment lists on file in the office of the
City Finance Director.
SECTION II. The amount of said tax shall be levied
proportionately on a front foot basis in the amount of
$1.00 per front foot of lot or parcel of land within the
district except public streets or rights of way.

A RESOLUTION LEVYING ASSESSMENTS FOR THE COST OF STORM SEWER
MAINTENANCE FOR THE FISCAL YEAR 1997-1998.
WHEREAS, the assessment cost of the Storm Sewer Maintenance
District for the fiscal year 1997-1998 is estimated to be
$235,000.00, and
WHEREAS, at a public hearing held on the 21st day of July,
1997, the City Council did consider all objections made to said
estimate and to the basis of levy and assessment for payment for
said cost.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA:
SECTION I. That a tax be levied for the assessment cost,
or $235,000.00 be in the amounts set opposite the
description of each lot or parcel of land, as shown by
the special assessment lists on file in the office of the
City Finance Director.
SECTION II. The amount of said tax shall be levied
proportionately on an area basis in an amount per square
foot of lot or parcel of land within the district except
public streets or rights of way:
