AGENDA ITEM 10 - SPONSORSHIP BY CITY FOR GRANT
BACKGROUND/CONSIDERATION: I have enclosed two letters for your
review and consideration. The Buffalo Hill Golf Course has
sustained considerable damage from the high river levels this
spring. Upon inspection by Jim Hansz and me, I believe we may be
eligible for the Emergency Watershed Protection Funds. The KGA
Management has requested that we attempt to obtain these funds.
To be eligible there are several criteria to meet, but the major
items are:
1. A natural occurrence has caused watershed
impairment, creating an imminent threat to life or
property. The USDA is authorized to respond to
this type of threat through technical assistance
and/or funding. Reshaping and protecting eroding
stream banks is a major factor in this program.
2. A sponsor must be a local government such as City,
County, or State. A sponsor must have legal authority to
receive Federal assistance, pass a resolution to apply
for assistance, appoint a local contact, and provide
assurance that funds are not available from other
sources, and provide 25% cash as in -kind service.
"Educational" guesses list the repair cost at $50,000.
I have enclosed a letter from Stephan Dunfee, Manager of
the KGA, committing them to the 25% match for the
repairs.

RECOMMENDATION: The damage to the stream bank is considerable. If
this is not corrected as soon as possible, continual damage from
erosion may result in a complete breech of the golf course grounds.
This would destroy much of the lower holes and the ability to
operate. It is important that the repairs be done.
The Golf Course is our property, a community asset, and an
important tourist draw. KGA is holding the City harmless by
pledging the 25% match. The only "expense" the City will have is
the staff time for Jim Hansz and me to administrate this grant (if
we receive it). I highly recommend your approval of our
sponsorship.
ACTION REQUIRED: RESOLUTION 4246 should be approved to authorize
the grant submittal.
RESOLUTION NO. 4246
A RESOLUTION AUTHORIZING THE CITY TO APPLY FOR A EMERGENCY
WATERSHED PROTECTION FUNDS WITH THE NATURAL RESOURCES CONSERVATION
SERVICE ON BEHALF OF THE KALISPELL GOLF ASSOCIATION.
WHEREAS, the City of Kalispell owns certain real property within
its corporate limits commonly known and referred to as
the Kalispell Municipal Golf Course, which it leases to
the Kalispell Golf Association, and
WHEREAS, Kalispell Golf Association under the lease is solely and
ultimately responsible for the maintenance, repair and
operation of the Kalispell Municipal Golf Course, and
WHEREAS, run-off from the Winter and Spring of 1997 has cause
serious erosion problems on holes #6, #7, and #13 which
abut the Stillwater River, and
WHEREAS, the Natural Resources Conservation Service has funds
available to mitigate and repair damages cause by
erosion, and
WHEREAS, the Kalispell Golf Association desires that the City of
Kalispell make a grant application on the Association's
behalf for a sum not to exceed $50,000, and
WHEREAS, the Kalispell Golf Association does not have funds
available to accomplish all repair needed, however the
Kalispell Golf Association has agreed to pay any sponsors
share of construction required by the Natural Resources
Conservation Service.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That the City Manager is hereby authorized and
directed to make a grant application to the
Natural Resources Conservation Service for a
grant from the Emergency Watershed Protection

Thank yore for taking the time to observe and discuss the golf course erosion problems
due to the flooding tit Buffalo Hill Golf Course. I appreciate your interest and concern in
preserving the important it&astructure of the city golf course.
As we &scumed Clarence, the Kalispell Golf Association (KGA) is interested in applying
_for Emergency Watershed Protection funds TWP) in cooperation with the City of
Kalispell as sponsor and owner of the Bh falo Hill Golf Course property. As agreeg the
KGA will prepare the necessary paperwork related to the application of these funds.
Further, the KGA agrees to pay the required 25% of construction costs required of the
sponsor ruiner this program. Although bids how not yet been requested for the work
necessary to the riverbanks, KGA golf course superintendent Pat Meeker estimates the
project at approximately $50,000. According to the program requirements, (attached)
the sponsor is re.€lxmcible for 25 0 of the construction costs, of xwhich the KGA would
pay tine entire amount Cost to the City of Kalispell would be zero.
It is essential that we begin work on this project as early in the fall as possible Clarence_
Accordingly, we are prepared to begin the application process immediately. Attached is

Dear Ms. Gammon:
We request Federal assistance under provisions of Section 403,
Agricultural Credit Act of 1978, to restore damages on the
Buffalo Hill City Golf Course caused by flooding during the
spring of 1997.
the flooding damage on Buffalo Hill Golf Course is primarily in
the area of holes #6, #7, and #13. The severity and force of
the flood waters has caused significant erosion of golf course
property including several sections of cart paths washed away by
the constant impact of the flood waters against the riverbanks.
It is imperative that we take immediate action in order to
minimize damages already sustained to the property.

We understand, as spopfsors of an emergency watershed protection
project, our responsibilities will include permits needed to
construct, and if required, to operate and maintain the proposed
measures. We are prepared to furnish the 25% local cost -share
of the construction work.
