I have discussed this potential road block with Donald Hossack, the Assistant chief of police, who referred me to your office. Additionally, my mother-in-law, Judy Hinchey, and I have talked to all of the 500 block neighbors about a potential roadblock, and there are no objections to our proposal. I understand pursuant to my conversation with Mr. Hossack that it may be necessary to formally propose this action to the city council. If that is the case and I need to be present at the next city council ineeting, please let me know. Additionally, if 1 can provide any other information to assist you in considering this matter, please do not hesitate to call. Thank you very much for your time and assistance. Very truly yours, Jul nne Hinchey JH/ ALISPELL POLICE DEPARTMENT Box 1997 Kalispell, MT 59903 Phone (406) 758-7780 1 July 1997 Memorandum TO : Clarence Krepps, City Manager FROM: Ad Clark, Chief of Police R4 PX ".41 SUBJ : Closure of the 500 block of 4' Ave E, request for ADDISON H. CLARK Chief of Police DONALD A. HOSSACK Asst. Chief As you know, the Hinchey family is requesting the closure of 4' Avenue East for the entire 500 block. The purpose of the request is to facilitate a wedding at 534 4' Avenue East and they desire to close the 500 block on Saturday the 16' of July from 4PM until IOPM. This closure would not negatively impact police services nor the Public Works Department according to Jim Hansz. However, I have some concern regarding our Fire Department's access to that block should there be a fire. I have asked the Fire Chief to comment to you regarding this issue. Although the neighbors may not object to the closure there may be some inconvenience to travelers using 4' Avenue East. This inconvenience should not be a major problem but it may prompt a phone call or two. To date I have made 3 phone calls and left 3 messages for Ms. Hinchey to please call me regarding her parking plan on 4' Avenue East. They should tell us whether or not they plan to completely block the street with parked vehicles which would effectively block Fire Department access. IP 336 1 st Avenue East P. O.
