Dear Clarence:
At their regular meeting of May 13, 1997, the Kalispell City -County Planning Board
discussed the Kalispell work program for the Flathead Regional Development Office for
fiscal year 1997-98. The Planning Board would like to support the staff
recommendation for the FRDO work program for the coming year as outlined in the
attached memorandum from Narda Wilson and as shown in Exhibit A.
The board will also be making a recommendation to the Flathead County Planning
Board to coordinate developing highway corridor standards which might be adopted as
part of the Flathead County Zoning Regulations and the Kalispell Zoning Ordinance.
The board felt that coordinating these standards between the City and County would
provide for consistency in development along the highway and would be a good
opportunity for cooperation.
The FRDO work program outline is being forwarded to the Kalispell City Council and
the County -wide Administrative Board for consideration. Please schedule this matter
for the June '6, 1997 regular City Council meeting. You may contact this board or
Narda Wilson with the Flathead Regional Development Office if you have any questions
regarding this matter.

RE: 1997-98 FRDO Work Program
Every year the staff, planning boards, city councils and County -Wide Administrative
Board review the Flathead Regional Development Office's work program for the
upcoming fiscal year. Several projects are carried over from year to year which have
not been completed and / or pending projects are reassessed.
During the last year some of the work projects have been completed, some are still in
progress and some may or may not still be relevant. The following is a list of projects
which were recommended by the Kalispell City -County Planning Board last year and
endorsed by the Kalispell City County and the County -Wide Administrative Board,
and the status of those projects. Also, the staff has made comments on the on
whether or not these projects are still appropriate. Following this is a list of proposed
projects for the fiscal year 1997-98..
Status of Work Projects from Fiscal Year 1996-97
a. Update the Master Plan - As you are aware, Steve Kountz, Senior Planner with
FRDO has been devoting a great deal of time and effort to the master plan update.
This project is moving forward in a timely manner
b. Develop highway corridor standards for development - No work has been in
progress on this during the last year. This could be addressed under the zoning
regulations rewrite.
c. Neighborhood plan for southeast Kalispell - This has been completed. As you are
aware, the staff has been working on this project for approximately the last year.
A final draft of the plan has been adopted. Annexation of part or all of this area is
still a pending issue with the City Council.
d. Neighborhood plan for area between Center Street and Idaho Street from Meridian
Road to Fifth Avenue W.N. No work has been done on this project. It does not
seem that this project is currently relevant considering that the Uptown Kalispell
Urban Renewal Plan / Tax Increment Finance District and the West Side Urban
Renewal Plan / Tax Increment Finance District were adopted last year and include
this area. Most of the properties in this area have been developed. Redevelopment

of these area appears to be the most appropriate approach to planning for this
area.
e. Neighborhood plan for area between Center Street and Idaho Street from Third
Avenue E.N. to Woodland Park. No work has been done on this project. The
Uptown Kalispell Urban Renewal Plan and Tax Increment Finance District
includes the commercial properties in this area. Again, it would appear that
redevelopment of these properties would be the most appropriate approach to
planning for this area.
f. Rewrite / maior amendments to the zoning code - This work is in progress.
g. An updated reprint of the Kalispell Master Plan Map. FRDO is updating the
master plan maps by hand rather than paying for an expensive reprint. Although
less than perfect, this approach seems to be the most practical considering that
the master plan map will likely be revised over the next year to year and a half as a
result of the master plan update and the reprint of these maps can be very
expensive.
Proposed Work Projects for Fiscal Year 1997-98
a. Update the Master Plan - This work will continue.
b. Rewrite of the zoning regulations - This work will continue
c. Highway corridor development standards - This can / should be addressed in the
rewrite of the zoning regulations.
d. Initiate a phased annexation plan for the EverUeen area - This could be done after
the master plan update has been completed as an implementation phase or could
be initiated separately.
Please review the above outline and be prepared to discuss these projects and / or
others which may seem appropriate at the May 13, 1997 meeting. The planning
board's recommendation will be forwarded to the Kalispell City Council and County -
Wide Administrative Board.
