AGENDA ITEM 3 - CHANGE ORDER FOR ENGINEERING CONTRACT ON MERIDIAN
ROAD RECONSTRUCTION PROJECT
BACKGROUND/CONSIDERATION: A request for a change order to the
engineering agreement with Peccia and Associates is enclosed. The
additional cost of $31,300 is due to an expansion in the scope of
work. Additional time required for actual locations of existing
underground utilities, revising drawings and base data, and
adjusting construction documents to allow construction to be phased
in (to accommodate financing) all have contributed to the increase
in cost.
RECOMMENDATION: The Public Works Staff has reviewed the request and
`.. find it to be justified and acceptable. Upon your approval, we
will forward the change order to the Montana Department of
Transportation to add to the contract for engineering services.
ACTION REQUIRED: A RESOLUTION to approve the change order is
required.

Major delays to date have been:
1. Decision to reconfigure lanes by the Council caused
further review delay by the Montana Department of
Transportation.
2. Preliminary hydraulic study information provided to
Peccia by MDOT was incomplete - additional study (both
field and office) caused an additional 200 hours of
unexpected work.
3. Phasing of the project and funding discussion took
additional time with MDOT and the City.
Phase 1 - U.S. 2 to Three Mile - Right -of -Way Acquisition, Paving,
with Signal Installation at Two Mile Drive, Intersection
Street Lights.
Phase 2 - North of Three Mile Intersection - Paving, Signal
Installation at Three Mile Drive, Intersection Street
Lights.
Phase 3 - U.S. 93 - Street Lights for the Remainder of the Project,
Signal Installation at Liberty.
Preliminary Right -Of -Way (ROW) plans are going to MDOT the week of
May 22.
Expect final ROW plans approval in June/July from MDOT - will then
submit to Federal DOT for approval - approximately one month.
Will, upon approval from FDOT, begin ROW appraisal and negotiation
process in late July/August.
Currently reconfirming some underground utilities will be complete
week of May 22.
Final plans to be submitted in July/August. Will then have an
informational meeting in Kalispell for public/Council review.

No. 2 for the Meridian Road Reconstruction engineering contract. We
have reviewed the request and find it to be justified and acceptable.
Given Council approval, this document will be forwarded to the
Montana Department of Transportation and added to the contract for
engineering services.

This supplement is to provide additional compensation for changes in the scope of work

accommodate the construction phasing plan recently approved by the City.
This supplement provides for an additional actual cost of $28,802 and an additional fixed
fee of $2,498 for a total of $31,300. This will increase the fixed fee from $19,913 to
$21,691 and the maximum contract ceiling from $376,919 to $408,219.
