D. Award Engineer Contract - Digester ProjectMay 22, 1997

Subject: Digester cleaning and repair engineering proposal
After several rounds of discussion and negotiation we have agreed on an acceptable scope
of work and contract amount for engineering and inspection services related to cleaning
and repair of the waste water treatment plant digesters. These extensive discussions proved
to be very valuable to us in that it became apparent that the project is considerably more
complex than we originally thought it to be.
In addition to the work originally anticipated when this project was budgeted, the
Department has included engineering and inspection to identify the cause and recommend
a solution to correct leakage in the plant effluent disposal line. This problem that has grown
steadily to the point that a repair must be made as soon as possible.
Public Works recommends entering into a cost reimbursable contract with Morrison-
Maierle for these work items in an amount not to exceed of $44,540.00. The only additions
to this amount would be any directly contracted costs incurred by the City for specialized
cleaning services or repair work beyond our capabilities. The need for these services and
costs cannot be accurately estimated until the initial inspection work is underway. The
amount of this recommended contract is less than the amount budgeted this year. Not all
this will be expended prior to FY 97 year end, therefore additional funds are proposed in
the FY 98 budget.
This work is a repair/replacement category item.
