Jobs NOWAgenda -April 14, 1997 AGENDA ITEM 15 - JOBS NOW -REQUEST FOR SUPPORT (Jobs NOW Inc. brochure is enclosed) BACKGROUND/CONSIDERATION: At the invitation of the Chamber, the Mayor, Mr. Gallagher, and I have attended meetings with the individuals (listed on Page 5) and the Chamber Executive Director. These meetings were to inform us of the organization of Jobs NOW, Inc., it's mission, and it's proposed operations. This is a countywide organization to market the county and recruit "jobs" for all of the Flathead County. An Executive Director will be hired to complete these tasks. The position will coordinate with each city and the county when a prospect considers locating within the area. RECOMMENDATION: This is an additional economic development tool/position for the entire county and each City. The request is for a letter of support from the City. There is no request and is anticipated that there will be no future request for funds from the City. I recommend authorization for a letter of support from the City for Jobs NOW, Inc. I would also stress that there will be no funding available from the City at present or in the future for this organization. Flathead Valley Community College 777 Grandview Drive Kalispell, Montana 59901 406-756-3894 KTA The mission of Jobs Now is to expand and diversify the economic base of Flathead County by attracting quality jobs. A group of business people recognized the need to bring quality jobs to Flathead County, not just for today, but for the generations who would follow. Indeed, the average income per job, adjusted for inflation, in Flathead County has fallen from $25,129 in 1980 to $20,820 in 1990 due to the dominance of job growth in the lower -paying service and retail industries*. Committed to this vision of taking control of their economic future and providing for their children, these business people have established an organization that will bring jobs to Flathead County. This organization is called Jobs Now. It is recruitment based, county -wide effort. It will require an annual budget of $200,000, based on other programs around the state and region, and will require the financial commitment of business and the support of local government. This organization will be located at the Flathead Valley Community College. The FVCC is a significant asset for this community and can provide work force training as well as research and analysis assistance of economic information. This location is conveniently accessed from all points in the Valley. The association with the Data Research Center and its relationship with the University of Montana can be a useful resource for understanding this market area and its competition. Jobs Now will differ from earlier efforts. Earlier efforts focused broadly on many aspects of economic development, Jobs Now will focus strictly on the attraction of new jobs. This is a quantifiable measure of success. It is the recruitment focus that is currently missing from from other job development organizations in the Valley. Currently, many private and non-profit organizations provide business start-up and expansion assistance, technical help, small and micro -business loans, and more. However, there is no organization which aggressively markets this area to relocating or start-up companies. Jobs Now can serve as a single point of contact for information that an interested company can consult with to learn about opportunities throughout the Valley. It is a necessary and important capability to provide a prospective firm exploring Flathead County as a possible location or relocation site. Jobs Now will complement and not compete with existing economic development organizations in the Valley. After obtaining the requirements of a firm interested in a Flathead County location, Jobs Now will provide the local communities and their economic development organizations with the lead and support so that, if they choose, they may prepare a proposal for the firm. A goal of Jobs Now will be to target industries and companies with higher average wages per job. These quality jobs will provide more economic impact, with lower population growth, than we currently have. The selection of a skilled, credible executive is critical to the success of this organization. The enclosed materials includes a description of qualifications for this position and a search committee has been formed to find the best possible candidate. Businesses that demonstrate financial leadership in this job creation effort shall be entitled to a Director's position. The Jobs Now bylaws also provides for seats on the Board of Directors for representatives of the Cities of Columbia Falls, Kalispell, and Whitefish and the areas of Bigfork and Lakeside/Somers. Additionally, a representative of the Flathead County Commissioners shall have a seat available to them. Five Board positions will be elected annually by the membership. What kind of results can be expected from a successful organization? A similar effort in Couer d'Alene recruited 47 companies creating 1,485 new jobs, $97,865,000 in capital investment, and 1,238,760 square feet of occupancy in a six year period. In Montana this year, Butte's recruitment of a high-tech manufacturing firm will lead to $500,000,000 capital investment and 750 new jobs; Great Falls' High Plains Development Corporation will see the beginning of construction on a $20 million Pasta Montana facility, a 62,000 square foot plant due for completion in July. Fifty workers are expected to be employed by this company. An organized fundraising campaign program us currently underway. During each phase of the campaign a specific number of businesses will be visited where a level of support will be sought by campaign volunteers. This proven process has necessitated that judgements are made regarding who to contact during each phase. At best, it is an inexact but necessary process and we ask for your cooperation. The campaign volunteer who contacts you is a fellow businessperson who will be seeking your support in the form of a pledge. Job Skills Description Jobs Now on * Individual must be sales oriented, upbeat and never say never. * Must realize that a recruited company could emanate from the smallest, most insignificant lead. * This individual must realize the concept of filling the pipeline with prospects. The average time from initial contact to close is 3 - 4 years. If the pipeline is not constantly being filled, no positive results will happen later. One must not get discouraged. * Must be willing to spend a lot of time on weekends and evenings meeting with clients, spouses, etc. The process takes a lot of tender loving care from one end to the other, including after the close. * Must be able to react quickly when some hitch comes along, such a zoning, clean air emissions, etc. Set up a support network to solve problems at once. * Must do a thorough study of the business case for Flathead County including the cost of land, workman's compensation rates, tax structures, and property tax rates so that a business plan can be put together for comparison of advantages of this area over others. * Must sell "quality of life" as a key factor for locating in the Flathead. * Must run a lean operation of executive and key assistant. Overhead needs to be carefully controlled. Executive and assistant must "do it all". * Must be able to know where to spend most of their time when several options come up. Must exercise judgement to work on prospects that make the most sense for this area and are achievable. * Have ability to do a resource analysis of available land, proper zoning, available power, cost of power, gas, etc. * Must have the creative skills to put two compatible clients together.
