Dear City Council:
As a tax payer in Flathead County, the expansion of the City to West Reserve makes
sense. The NuPac request will benefit the City and County tax payer. When the
opportunity to increase the base is here we need to act on it. The lighter use will make
the neighborhood a better place to live.
Please vote for the Master Plan change, Zone Request and Annexation into Kalispell.

Dear City Council:
I am writing in regards to the Master Plan, Zone change and Annexation of the property
at the intersection of Highway 93 North and West Reserve Drive. NuPac and yourselves
would complement the community by changing from the current Light Industrial Zoning
with a heavy industrial application to a Commercial Zoning on that 20.6 acres. The
property's current Industrial Zoning at the entrance to Kalispell is inappropriate. You
have a chance to make the town more appealing and get rid of part of an eye sore.
Convenience stores, subdivisions and the college were not there years ago when the
gravel pit was started. Industrial Zoning no longer fits our area. Not only will the
community benefit from the new merchants but the added Tax Base will be greatly
appreciated as a property owner in Flathead County and the City of Kalispell.
We are not in favor of leaving the huge hole in the ground or using that ground as an
Industrial site any longer. The Zone change does fit with the Master Plan, (if the Master
Plan was to be done today this would not be a logical Industrial site). The opportunity is
her how to change the zoning to a cleaner use. We strongly encourage you to vote for
the 1 aster Plan change, Zone change and Annexation into Kalispell city limits.

Dear Larry,
It is my understanding that you recently spoke to City Council as a
representative of the Homeowners of Country Estates in opposition of
downgrading the Industrial zoning to Commercial zoning at the corner of
93 and Reserve. I do not know exactly what capacity you represented
Country Estates homeowners, but I do know that you only represented
those who share your personal opinion when in fact:
1. 1 am in favor of the proposed zoning change and use of the property, and
2. You never asked for my vote or input on the subject.
Mr. Ivey, you have every right to your opinion. However, this community is
becoming stymied by people who wish to move here and close the door
behind them, and then stick their head in the sand hoping that progress
will go away. Business will logically migrate from Kalispell to Whitefish
with or without your or my support. It is time we get a sewer moving in the
direction of Country Estates and stop constructing underground waste
areas in each back yard. And that happens to be my personal opinion.
Thanks for the thankless job you do in trying to comply with the covenants.
But please do not represent me without giving me an opportunity to be
heard.

As a multi property owner in West Valley, I urge you to vote for the NuPac Master Plan
change, Commercial Zone change and Annexation into the City.
Zone change from Industrial to Commercial fits with the new neighborhood that has
established itself on Highway 93 North. The lighter and cleaner use will benefit the
surrounding area. The added Tax Base for the city is another benefit that should not be

Reserve and Hwy 93 North.
I am a homeowner in Country Estates. I am in favor of a retail center at the above
location and a zone change to accommodate this.
I attend all Country Estates Homeowners Association meetings. The above project has
- come up for. discussion with the residences of Country Estates, nor has a vote of
Country Estates residences or the Homeowners Association been taken regarding this
project.

I have been involved with the Nupac request for a Map
amendment and Zone Change from I-1 to B-2 and annexation to the
City. I feel it is a totally appropriate request to allow this
area to go to B-2 zoning. I feel that Mr. Lynch's proposal would
be a desirable new use of the property.
New businesses seek locations based on customer convenience
and economic viability. As a City/County resident and landowner,
I feel it is essential that the Master Plan remain flexible to
the needs of the landowners and the community.
I feel the request is reasonable and will be a benefit to
the community and I give it my full support. Please consider the
map amendment, zone change and annexation for approval.

My purpose for writing this letter is to confirm for you the action of the Board of
Trustees for Flathead Valley Community College at last Monday's (March 17, 1997) regular
meeting. The Trustees approved the following motion:
John Engebretson moved that the Board of Trustees write a letter of endorsement for
the proposal made by Jim Lynch, President of NUPAC, for a zone change from
industrial to commercial on a ,parcel of land approximately 20 acres in size presently
owned by NUPAC. Dr. "Chet" Ross seconded the motion and it was passed with
three (3) "yes" votes. Dr. John Santa and Tom Harding abstained from voting.
Thank you for sharing your plans with the College. We appreciate your support and
cooperation. Good luck with this endeavor.

I support your request for a change in the land use plan. Your plan to develop the
land at US 93 and Reserve Drive meshes nicely with our Mountain Villa Apartments
across the road. As the area grows, so will the demand for quality retail options.
I also commend your personal commitment to creating an aesthetically pleasing entry
into Kalispell at one of its busiest entrances. I see your commercial development as
a better option for the area than most industrial uses that current zoning would
allow.
Your willingness to extend water and sewer lines at your expense shows a sensitivity
to the financial pressures all small cities face as they grow.

Re: Zone change application
Dear Jim:
It is my understanding thatt you have applied for a zone change on a parcel of land
approximately 20 acres in size near the north boundary of the Pack gravel pit and the convenience
store located at the intersection of Hwy. 93 No. and Reserve Drive. It is my further
understanding,that there may be statements outstanding that the youth athletic associations which
are pursuing the athletic field complex across 14wy 93 from 1~ VCC oppose your request on the
grounds that it may jeopardize the complex.
As background, I have been president of Kalispell Pee Wee Baseball for approximately 15
years, and serve on the board of directors of Kidsports, which is a Montana non-profit
corporation created for the purpose of developing the athletic field complex. The Kidsports
board also has a. representative from Greater Kalispell Youth Soccer Association, Kalispell Babe
Ruth, Kalispell Youth Softball Association and the City of Kalispell.
Neither Kalispell Pee Wee Baseball or Kidsports have discussed your proposed zone
change, and they have not publicly opposed the application. Additionally, I spoke this morning
with Rich DeJana, who stated that the Soccer Association also has not taken a stand in opposition
to your request. If statements to the contrary are being rumored, they are inaccurate.
As an active member of Kidsports and someone who has personally been involved in
discussions between the City of Kalispell and the Montana Department of State Lands regarding
the proposed lease of the southeast quarter of the school section, which is located immediately
west across Hwy. 93 from NUPAC, it is my understanding that the lease provisions have been
verbally agreed upon. Among ether items, the lease will be for a period of 40 years with annual
lease payments based on a perccntage of appraised value ($2750 per acre). The property has
already been appraised and a rental value established for the first twenty years of the lease. At the
end of 20 years, the property will be reappraised gagrimft� ral property (per agreement of the
City and DSL), and a new rental rate established for the last one-half of the lease term.
Personally, I support your requested zone change. It will enable you to begin an orderly

conversion of its present industrial usage and will improve the north entrance into Kalispell. Your
requested annexation of the property into the City, along with these other benefits, presents a win -
win situation for everyone.
Please call if you have questions, and you have my permission to share this letter whit the
Kalispell City -County Planning Board if you believe it may clarify some confusion that may exist
relative to the topics discussed. I would trust that your request will be recognized as continuation
of your tremendous record of positive community involvement,
