08. Greenacres Neighborhood PlanAgenda -March 10,1997 Approval of the Greenacres Neighborhood Plan has been on hold since February, 1997 because of a desire of the Flathead Board of County Commissioners to change certain policy provisions within the Plan. Narda Wilson met with the Commissioners on March 4 and hopefully resolved most of the issues. However, the Commissioners, still, do not like the provision "encouraging" subdivisions to provide parkland. The Commissioners requested that the Greenacres Neighborhood Plan be placed on the March 31, 1997 joint meeting agenda. Narda will be available to discuss the issues. Box 1997 Kalispell, MT 59901 Re: Final Revisions to the South Woodland / Greenacres Neighborhood Plan Dear Clarence: On March 10, 1997, the City Council met in a regular work session, and considered revisions to the South Woodland / Greenacres Neighborhood Plan as proposed by the County Commissioners. The one unresolved issue dealt with parkland dedication versus cash -in -lieu. The Commissioners suggested this matter could be placed on the March 31, 1997 joint meeting agenda. However, the Council decided to accept the proposed revisions and to move forward with the changes proposed by the Commissioners. In light of this decision, I am including Exhibit A with this memo that includes all of the revisions that were agreed upon by the Council and the Commissioners. I will also send this exhibit to the Commissioners. Once both governing bodies have approved resolutions, our office will prepare a final draft to be distributed to the appropriate parties. Please schedule a resolution adopting the revisions to the South Woodland / Greenacres Neighborhood Plan for the March 17, 1997 regular City Council meeting. Goal 3: Create a street system that can safely accommodate existing and anticipated traffic volumes in the area. Policies: a. Consider upgrading the status of Kelly Road in the 1993 Transportation Plan to a priority level for improvements to be made to urban collectors to bring it up to a standard appropriate for a collector street. b. Consider providing a stop sign and street light at the intersection of Kelly Road and South Woodland Drive if traffic counts warrant. C. Box 1997 Kalispell, MT 59901 Re: Revisions to the South Woodland / Greenacres Neighborhood Plan Dear Clarence: On March 4, 1997, I met with the County Commissioners to review the amended language proposed by the Kalispell City Council to the South Woodland / Greenacres Neighborhood Plan as a result of their February 10,1997 work session. This work session item was in response to several changes the County Commissioners wanted to make which would require approval by the City Council. The Council drafted some alternative language which is shown in Attachment A. As a result of my meeting with the Commissioners, most of the issues appear to be generally resolved with the exception of parkland dedication. Additionally, the Commissioners wanted to reword some language dealing with landscaping and buffering. They incorporated three policy statements into one which is shown in Attachment B as policy 4(c). With regard to the parkland, the Commissioners were not able to agree with the Council regarding the proposed language to encourage" new subdivision to provide parkland. They were concerned that this language may limit their ability to evaluate each proposal on a case by case basis. The Commissioners agreed that they would like to see this portion of Policy 4(fl eliminated. Because this issue remains unresolved,. The Commissioners have asked that his matter be placed on the March 31, 1997 joint meting agenda for further discussion.
