Approval of the Greenacres Neighborhood Plan has been on
hold since February, 1997 because of a desire of the
Flathead Board of County Commissioners to change certain
policy provisions within the Plan. Narda Wilson met with
the Commissioners on March 4 and hopefully resolved most
of the issues. However, the Commissioners, still, do not
like the provision "encouraging" subdivisions to provide
parkland. The Commissioners requested that the
Greenacres Neighborhood Plan be placed on the March 31,
1997 joint meeting agenda. Narda will be available to
discuss the issues.

Dear Clarence:
On March 10, 1997, the City Council met in a regular work session, and
considered revisions to the South Woodland / Greenacres Neighborhood Plan as
proposed by the County Commissioners. The one unresolved issue dealt with
parkland dedication versus cash -in -lieu. The Commissioners suggested this
matter could be placed on the March 31, 1997 joint meeting agenda. However,
the Council decided to accept the proposed revisions and to move forward with the
changes proposed by the Commissioners.
In light of this decision, I am including Exhibit A with this memo that includes all
of the revisions that were agreed upon by the Council and the Commissioners. I
will also send this exhibit to the Commissioners. Once both governing bodies
have approved resolutions, our office will prepare a final draft to be distributed to
the appropriate parties.
Please schedule a resolution adopting the revisions to the South Woodland /
Greenacres Neighborhood Plan for the March 17, 1997 regular City Council
meeting. Please call me if I can be of assistance to you.

RESOLUTION NO. 4322
A RESOLUTION REVISING A RECOMMENDED AMENDMENT TO THE KALISPELL
CITY -COUNTY MASTER PLAN AS AMENDED BY THE FLATHEAD BOARD OF COUNTY
COMMISSIONERS.
WHEREAS, on April 7, 1986, the City Council adopted the Kalispell
City -County Master Plan by Resolution No. 3641, and
WHEREAS, on October 8, 1996, the Kalispell City -County Planning
Board and Zoning Commission held a public hearing, after
due and proper notice, received public comment upon, and
received and evaluated a proposed plan amendment for the
Greenacre s /South Woodland are in terms of environmental
impact, site potentiality and availability of services,
and
WHEREAS, at the conclusion of said public hearing and after
consideration of the proposed amendment, the Kalispell
City -County Planning Board, by Resolution No. KCCMPA-96-
1, pursuant to § 76-1-603, MCA, recommended to the City
``- Council of the City of Kalispell, and to the Flathead
Board of County Commissioners that the Kalispell City -
County Master Plan as amended, be further amended through
the adoption of a Neighborhood Plan to serve as a basis
for future development of the property in the vicinity of
Greenacres/South Woodland, and
WHEREAS, the City Council considered it advisable that they
consider the recommendations of the Kalispell City -County
Planning Board and adopted A Resolution of Intention to
Adopt, Revise or Reject a Recommended Amendment to the
Kalispell City -County Master Plan (Resolution No. 4302,
and
WHEREAS, on December 2, 1996, the City Council met and considered
Resolution No. 4302, and
WHEREAS, the Flathead Board of County Commissioners met on January
19, 1997 and changed said Neighborhood Plan,

the changes made by the Flathead Board of County
Commissioners,
WHEREAS, the proposed amendment, as changed by the Flathead Board
of County Commissioners, is in conformance with the Goals
and Objectives of the Master Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS.:
SECTION I. That pursuant to § 76-1-604, MCA, the City
Council of the City of Kalispell hereby
revises the recommended Neighborhood Plan to
the Kalispell City -Council Master Plan, as
amended by the Kalispell City -County Planning
Board and the Flathead Board of County
Commissioners, as set forth in Exhibit "A".

Dear Clarence:
On March 4, 1997, I met with the County Commissioners to review the
amended language proposed by the Kalispell City Council to the South
Woodland / Greenacres Neighborhood Plan as a result of their February
10,1997 work session. This work session item was in response to several
changes the County Commissioners wanted to make which would require
approval by the City Council. The Council drafted some alternative language
which is shown in Attachment A.
As a result of my meeting with the Commissioners, most of the issues appear
to be generally resolved with the exception of parkland dedication.
Additionally, the Commissioners wanted to reword some language dealing with
landscaping and buffering. They incorporated three policy statements into one
which is shown in Attachment B as policy 4(c). With regard to the parkland,
the Commissioners were not able to agree with the Council regarding the
proposed language to encourage" new subdivision to provide parkland. They
were concerned that this language may limit their ability to evaluate each
proposal on a case by case basis. The Commissioners agreed that they would
like to see this portion of Policy 4(fl eliminated.
Because this issue remains unresolved,. The Commissioners have asked that
his matter be placed on the March 31, 1997 joint meting agenda for further
discussion. Once this issue has been resolved, the Commissioners and
