This memo is to respond to Public Works related questions which were raised during
the City Council's discussion of the Greenacres annexation proposal.
1. "Should the City assume control of the water system?"
Staff recommends the City assume control of the community water system. We
have had extensive discussions with water district's representatives on this subject.
In December we had a general understanding whereby the homeowners agreed to
turn the system over to the City. Staff supports this move for the following
reasons.
We would be able to improve fire protection capabilities by installing fire
`R hydrants in key locations and connecting the Greenacre water main network to
our reservoir based supply system.
We would have greater control over sewer accounts which are currently served
by the private water system. In particular, we would have leverage with those
sewer customers who have persisted in pumping clear water to the sanitary
sewer.
We would head off a situation in which a private water utility exists as an
island within the City limits; providing uncontrolled water service to our sewer
customers and possibly establishing hydrant rental fees to be charged to our
Fire Department. We believe it is in the City's best interest to control these

3. "Who pays to plug the wells?"
The homeowner's and even our Parks Department have expressed some ideas of using the
wells for a neighborhood irrigation system. Under this scenario, we recommend the wells be
disconnected from the domestic water system and left under the control of the irrigators.
By State law, any unused well must be abandoned in accordance with approved specifications.
Whoever controls the wells will be responsible for proper abandonment if the wells are not
used for irrigation. The cost to abandon these wells has been estimated at $5000 apiece.
4. "Questions in regards to others in the City that do not have City sewer. How much are
they going to have to pay?"
As the Public Works staff sees the situation, the Greenacres annexation should have no
bearing on the cost of sewer service for in -City customers. With respect to the cost of
extending sewer mains, the current City policy is for all costs of design and construction to be
paid by the customer receiving service. Mr. Astle has attempted to cast doubts about this
policy in the case of Greenacres annexation, but we believe the policy is fair and should apply
to all potential sewer customers.
With respect to the cost of monthly sewer service, the only way this can be influenced by the
Greenacres annexation is if we choose to extend sewer mains in the Greenacres area at the
City's expense. Our only mechanism to finance such a project would be to increase sewer
rates for all of our customers.
5. "Are we going to go ahead an charge for the fire protection service but we can't install
hydrants? How would you put hydrants out on Willow Glen Drive every 300 feet until you
put the water system inr.' .

Re: Questions and concerns about Green Acres Annexation.
Question: We were going to install 10 fire hydrants but approving a
subdivision the same size would require a hydrant every 300 feet. Should we
not provide the same protection?
Answer: The Uniform Fire Code states that for a need of 1,750 G.P.M. (which
would be for a single family dwelling) 1 fire hydrant is needed every 250
feet. Average spacing between hydrants shall be 500 feet. As shown on the map
of the proposed annexation area we already have 13 hydrants so an additional
10 hydrants would more than adequately cover residences in the proposed area.
Question: Are we going to go ahead and charge for the fire protection service
but we can t install hydrants? How would you put hydrants out on Willow Glen
Drive every 300 feet until you put the water -system in?
Answer: There would be no fire hydrants on Willow Glen Drive from Woodland
Avenue to Haven Drive until a water line is needed. There are few residences
in that stretch and they would be handled by us the same as they are now. We
have two engines, one with 500 gallons and one with 600 gallons. We also have
1400 feet of 3" hose on each engine. The other option is to exclude this area
from the annexation (see map)until they need city water and or sewer.
