The proposed change will increase the limit on engineering fees by $9169, from $20,051 to $29,220. An expanded scope of work was approved by the Interim City Manager, as indicated in the attached memorandum of July 17, 1996. Although we under estimated additional engineering costs at that time, we believe the requested fee increase is appropriate. Background The engineering contract identifies the, need for the project and our initial concept for water main installations. The scope of work directs Carver Engineering to perform a detailed analysis of the water system in that area to determine the most appropriate design concept to meet the identified need. The above referenced memorandum includes our recommendation and Al Thelen's approval for an expanded design concept. The attached letter from Carver Engineering describes the concurrent need for engineering services beyond those included in our original agreement. Project Status Construction for this project began in October 1996 and was shut down due to winter weather on November 15th. Construction will recommence as spring weather allows. We can expect approximately two weeks of work along Liberty Street from Hawthorn to Meridian and another two weeks of work along Two Mile Drive from the Gateway West Apartments to Glenwood Drive. The new connection across Three Mile Drive at Northern Lights Boulevard has been activated. Customers along Northern Lights Boulevard between Liberty Street and Three Mile Drive are enjoying an increase in water pressure, from approximately 35 psi before the work to 60 psi today. A decision to expand ward 11 the scope of work will require a commitment to spend up to $77,000 from the Dale Haarr Water replacement fund for additional construction costs. Kenneav has identified the need for three additional blocks of 8 inch water main to provide Ward Iv adequate fire flows south of the project area. Our original construction estimate M. Duane Lar:on was $90,000. Carver's revised estimate of $199,000 includes $101,000 for the ward Iv additional water main. After reviewing the Preliminary Design Report, staff believes that the project scope must be modified. The alternatives are as follows. l . The scope of work could be expanded as recommended by Carver Engineering. This would accomplish the original project goals by establishing a south loop on the Upper Service Zone (USZ) and improving water service for customers west of Meridian Road between Liberty Street and Three Mile Drive. As stated above, the construction cost of this alternative is $199,000. Engineering costs would also increase by approximately $1500. 2. It may be feasible to reduce the scope of work and provide water service improvements for just the area west and north of Northern Lights Boulevard and Liberty Street. Further water system modeling is required to confirm adequate system performance in this configuration. If chosen, this alternative would eliminate the much needed south loop for the USZ and leave residents on Glenwood and Rosewood north of Liberty Street to continue with low water pressure. The cost of this alternative is estimated roughly at $60,000. July 17, 1996 Liberty Street Water Project Page 2 Recommendation Staff recommends the City accept the engineer's recommendation to expand the scope of work. The south loop for the USZ will provide another point for the USZ to cross Highway 93 and insure more reliable service for large portions of our water system. Also, customers on Glenwood and Rosewood north of Liberty Street have a need, equal to those customers on Northern Lights, for improved water pressure. Project Budget Information We have combined budget information below regarding the Liberty Street and Two Mile Drive water projects because both jobs are being designed by Carver Engineering under a single contact. Our original estimates for engineering / contingencies and construction for the Liberty Street Water project were $18,000 and $90,000, respectively. After negotiating our engineering contract with Carver Engineering, we have approximately $8000 remaining for contingencies. This provides $98,000 and leaves $101,000 to be funded from other sources. Our original estimates for engineering / contingencies and construction for the Two Mile Drive i Water project were $18,600 and $93,000, respectively. After the engineering contract, we have approximately $8500 remaining for contingencies. Carver's updated construction cost estimate for this project is $76,000, leaving a surplus of $17,000 in this category. This leaves an estimated surplus of $25,500 which may be redirected to the Liberty Street project. A tabulation of budgeted funds and anticipated costs is shown below. Box 1997 Kalispell, MT 59903 Subject: Liberty Street Water Project Dear John: Civil Structural Environmental This information is provided in response to your letter dated December 12, 1996 concerning the increased scope of work and associated design and construction management fees for this project. As you noted in your letter, three extra blocks of water main were added to the project after the fees for design and construction management had been negotiated. These three extra blocks of main represent a 61 % increase in the footage of main to be installed. Because of this increased project scope, both the design and construction management efforts are greater than initially estimated. The design has long since been completed. Our records show that the increase in design costs was only 38 % of the original established design fee. A tabulation of the extra time spent by all personnel has been provided earlier. We propose that the engineering design fee be increased by the actual costs for the extra design work rather than a percentage equal to the increased footage. We propose that the construction management fee be increased by the same percentage as the increase in piping footage since, in generai, construction efforts are directiy related to the amount of pipe being installed. In other words, we propose that the design fee be increased by $4,957.45 to $18,132.45 and the construction management fee be increased by $4,209 to 11,085.
