Appoint 2 Council Members to Committee for RFQ for Central School MuseumAgenda -February 10, 1997 AGENDA ITEM 3 - APPOINT TWO COUNCIL MEMBERS TO COMMITTEE FOR REQUEST FOR QUALIFICATIONS (RFQ) FOR CENTRAL SCHOOL MUSEUM BACKGROUND/CONSIDERATION: The Request for Qualifications for architectural services for the Central School Museum is currently in the advertisement phase. The selection committee for an architect was suggested by staff to include two Council Members plus two members of the Historical Society, one member from the KDC, one member from the Architectural Review Committee, two staff members, museum/curator (if possible), consultant, architect (not submitting a proposal), and other members of the public that may be appropriate. We should select the Council Members for this committee process. The deadline for RFQ's is February 21, 1997. RECOMMENDATION: This item is inappropriate for a Manager's recommendation. ACTION REQUIRED: A MOTION to appoint the two members to the Central School Museum Architectural Qualification Committee is appropriate. I. RENOVATION OF CENTRAL SCHOOL (A HISTORIC STRUCTURE) FOR USE AS A MUSEUM The City of Kalispell is soliciting the submittal of qualifications from architectural firms with specific, demonstrable experience in quality renovation, seismic retrofit and the adaptive reuse of historic buildings into museum/office use. Specific experience includes knowledge and experience in applying the Secretary of Interior's "Standards of Rehabilitation" for certified historic structures, seismic and structural stabilization of unreinforced masonry buildings, and community based design involvement in museum development. The City of Kalispell has adopted the renovation of Central School for museum use as an "Urban Renewal Project" using Tax Increment Funds and is in need of architectural services for preparation of construction documents and specifications for competitive bidding and contract administration during renovation work. A Selection Committee comprised of members from the City Council, Northwest Montana Historical Society Board, City Staff and other community leaders will review and make recommendations to the City Council for final selection of architectural services. II. BACKGROUND HISTORY Central School represents a substantial role in the development of Kalispell as the first permanent school building. Built in 1894 at a cost of $20,000, the building is an excellent example of Richardsonian Romanesque style of architecture. The building is listed on the National Register of Historic Places as a Primary Contributor to the East Side Residential Historic District. Central School is a significant cultural resource to the citizens of Kalispell and Northwest Montana. The Northwest Montana Historical Society is in the process of developing a long term lease of the building to establish and operate a museum. Renovation of the building must be sensitive and reflect the historic architecture of the building, while adapting the space for museum and ancillary uses. III. SELECTION PROCESS: SHORT LIST & DESIGN CHARETTE Selection Committee A community based Selection Committee will oversee the architectural services selection process. Members of the committee may include: Two members from City Council Two members from the Historical Society Board Two members from City Staff (Craig Kerzman and Ross Plambeck) Museum Curator/Director (if possible) One member from the KDC One member from the Architectural Review Committee An architect not submitting a proposal Other persons as may be deemed appropriate Request for Qualifications Renovation of Central School as a Museum January 28, 1997 Page 2 . Request for Proposals WP) Select three firms from the RFQ process and request specific proposals based upon a community design charette to help define the Scope of Work. Each participating design firm will be given a budget (not to exceed $1,500) to conduct a design charette with the Historical Society Board, the City Council; the Selection Committee and other interested people in the community to develop specific proposals. Offering a budget for the selected architectural firms will provide a financial incentive and enable them to develop more specific proposals to define the Scope of Work and clearly delineate the physical and functional needs of the building and museum. The final proposals will provide the Selection Committee an understanding how each architectural firm would approach the design analysis, develop construction documents, provide contract administration during renovation, and the costs associated with those services. Scope of Work to define the following issues: Building Needs: Structural, Seismic, Accessibility, Mechanical Systems, and Roof Replacement Museum Needs: Space allocation for static and interpretative displays, storage/archives, preparation/restoration work space, conference/meeting rooms, and offices Central School Feasibility Study: The City of Kalispell commissioned a thorough examination to inventory the existing building's physical condition. The report also made specific recommendations for renovation of generic office space. The selected architectural team need not duplicate that effort, but will incorporate the structural integrity recommendations into the design Select Architectural Firm and negotiate design service's fees. Selection Committee reviews final proposals and selects the firm and negotiates design fees. A final recommendation is made to City Council for awarding contract for architectural services. Time Line Attached is a tentative time line for total project completion. The time line is meant as a guideline with flexibility to assure quality interaction between all parties involved. It is anticipated the RFQ process to short list to three firms will be completed March 19. Design Charettes will be conducted between March 19 and May 2. Final proposals will be made to the Selection Committee from May 5 to May 16. Final selection of the architectural firm to be recommended to City Council on May 26, 1997. SCOPE OF SERVICES FOR SELECTED FIRM The selected architectural firm will be responsible for developing specifications, construction documents and contract administration for the renovation of Central School as a museum. The Scope of Services will include at a minimum the following items: Develop specifications and cost estimates for the seismic retrofit and structural stabilization of a historic structure based on the engineering analysis and recommendations contained in the Central School Feasibility Study. Develop specifications and estimated costs for retrofitting the building for mechanical, plumbing and electrical systems, window replacement, interior repair and room finishes, roof repair/replacement and drainage, masonry stabilization and cleaning, exterior site renovation, and handicapped accessibility requirements for both UBC and ADA. Develop a management plan and cost estimates to mitigate hazardous materials during renovation work Conduct weekly progress meetings with the Selection Committee to facilitate the development of cost effective and functional construction documents based on life/safety code issues, museum needs, historic preservation and adaptive reuse. Present the recommendations to the Selection Committee and City Council and to make refinements to the proposal based upon the critique and recommendations made by the Selection Committee and Council. Prepare bid documents, bid the project, recommend construction contract award, contract administration and project close-out. Maintain a local contact person to facilitate and conduct construction contract administration, including weekly meetings with Contractor, Staff, and Historical Society Board. Conduct six month and one year post construction assessment for warranty inspection and functional analysis of building design and systems for museum use. Make recommendations for further adaptations or changes as appropriate to enhance the building's uses. Specific criteria for post construction assessment process to be finalized during contract negotiations with selected firm. SUBMITTAL REQUIREMENTS FOR THE REQUEST FOR QUALIFICATIONS: 12 copies in 8 '/2" x 11" format, spiral bound containing the following information: Name and address of firm Description of firm and its present organization and its field of expertise Names and resumes of those persons who will be assigned to the project Statement of experience with similar work and a list of references for this past work experience Detailed description of how the firm will satisfactorily complete the project within the time period specified, including a schedule that outlines time for completion of various steps. Any other information that relates to the qualifications and experiences of the firm for the specific purposes of this request. VI.
