Nystul Re: West Center Street Pedestrian Safety Improvements Ward After reviewing the final report for the West Center Street Pedestrian Safety Study, we Cliff Collins Ward I recommend the proposed improvements be constructed in two phases. This memo is to Norbert F. Donahue request Council approval to advertise a Request for Engineering Qualifications and Ward 11 proceed with the project. Dale Haarr Ward II Background Jim Atkinson Morrison Maierle's study recommends the following features to enhance pedestrian Ward III safety along West Center Street in the area of Kalispell Center Mall: a pedestrian walkway across Center Street at 3rd Avenue West, including a raised Lauren Granmo Ward III concrete median in Center Street to serve as a midway refuge island, Pamela B. Kennedy overhead and street level signage, ward IV flashing signals at 3rd Avenue West, as necessary to provide additional awareness for M. Duane Larson motorists and Ward IV a traffic signal with pedestrian crossings at 5th Avenue West and Center Street. \o, The total estimated cost for this work, including engineering services, is $141,828. A detailed estimate is included in Morrison Mairele's report.. The study also discussed the Kalispell Center Mall's willingness to work with the City to provide a walkway area through the berm along the north edge of Center Street, improved pedestrian circulation through the Mall parking lot and possibly a fence along the north edge of Center Street to channel pedestrians into the 3rd Avenue West crossing. These improvements were not included in the engineer's estimate. Recommendations Staff recommends the project be separated into two phases because of limited funds. Phase I improvements would include the walkway across Center Street at 3rd Avenue West, a raised concrete median, signage and north side access improvements to be coordinated and possibly shared with the Mall. Phase H improvements would include a pedestrian actuated flashing signal for the crossing at 3rd Avenue West and a traffic light with pedestrian walkways for the intersection at 5th Avenue West. The F.Y. 97 Budget provides $100,000 under Tax Increment, line item 943, for a traffic signal at Center Street and 1 st Avenue East. We propose this money be diverted to the immediate design of these improvements and Spring construction of Phase I. In response to questions at the last Council workshop, we have reexamined the engineer's construction cost estimate and our proposed phasing plan. The comments below are based on recent discussions with Bob Beckman, the author of the Morrison Maierle report. We have not had an opportunity to speak with representatives from the Kalispell Center Mall about internal parking lot improvements. Our budget for the project is $100,000. You will recall our initial proposal was to construct improvements in two phases. We recommended the pedestrian actuated flashing light and the 5th Avenue West traffic signal be scheduled for Phase II Fall construction because of limited funds. Some Council members felt it was important that the flashing light be included with Phase I. Attached you will find a copy of the engineer's final cost estimate for the recommended improvements. This information is taken from the final report prepared in November 1996. Mr. Beckman indicates the estimate for the cantilever sign structure accounts for the flashing light. Therefore, we have sufficient funds to include it with Phase I Spring construction. However, Mr. Beckman reemphasized the report's recommendation to have only the crosswalk, refuge island and signage in Phase I. He recommends a six month evaluation period to determine if these improvements are effective. Then, the flashing light could be installed, if greater motorist awareness should be necessary.
