A. Council Minutes - Regular Meeting February 3, 1997
B. Approval of Claims per Payables Register
C. Authority to Bid Tax Increment Sidewalk Replacement Project
This is a request to proceed with the bid process for the
budgeted $75,000 of sidewalk repairs. You may recall
that Public Works inspected sidewalks within the downtown
TIF district last fall. We will be bidding the project
based upon a per unit cost plus landscaping or other
repairs. We will "fill" the contract of repairs up to
the maximum of $75,000.
D. Authority to Advertise for Engineer for Cleaning and Repairs
on Primary Digester for Wastewater Treatment Plant
The funds are in the budget as $50,000 for digester
cleaning and $150,000 for repairs.
Until the digester can be drained, cleaned, and -
inspected, we will not know the total scope of services
for the engineer. Preparation of specifications,

detailed inspection, recommendations for repairs, design
of repairs, and construction management may all be
necessary engineering services.
We will further define the engineering services and
timetable as we move through the proposal process.
E. Authority to Advertise for RFQ for Engineering for Center
Street Pedestrian Crosswalk
BACKGROUND/CONSIDERATION: I have enclosed a memo from
John Wilson summarizing the Engineering Study for this
potential project. You may recall that we did not take
any action on this item at the previous discussion
meeting. I assume you still have your reports. If you
do not, please let us know before Monday night so we can
make a copy for you.
RECOMMENDATION: I have had several discussions with Mr.
Babb and with John Wilson concerning this report. Due to
the costs of the traffic study recommendation, we have
r concluded that the recommendation outlined in John's memo
is the only way that we can achieve the actual traffic
signalization.
ACTION REQUIRED: A decision for this project is needed. If
you desire to move ahead with our recommendation, we should
have a motion to authorize Staff to engage an engineer to
begin the plan process.
