AGENDA ITEM 9 - REQUEST TO CLOSE STREETS - 3 ON 3 BASKETBALL
TOURNAMENT
BACKGROUND/CONSIDERATION: Enclosed items supporting this request
are a memo from Mike Baker, Joe Unterreiner (Chamber Executive Vice
President), and a map highlighting the street closing requested for
this event.
RECOMMENDATION: I concur with the request and the desire to utilize
our streets for this event. The clean-up, control, and insurance
coverage will.be provided by the event sponsors.
ACTION REQUIRED: A MOTION to close the streets (First Avenue West
and First Street West) June 1 should be passed to authorize the
event planning to continue.

RE: 3 on 3 Basketball Event
Dear Clarence,
I received a request to stage a 3 on 3 Baseball
Tournament in the downtown area, sponsored by the Chamber
of Commerce and our Downtown Merchants. The tournament
would begin May 30 and continue through June 1.
I have had an opportunity to meet with the promoter.
He provided to me a list of the businesses supporting the
event, and.the proposal for closure of a three block area
(1st Avenue West and 1st Street West). This is a very
popular event throughout the Northwest and has potential
to bring large numbers of out-of-town participants. This
is the third year for this event in Kalispell. The
previous two years were held at the local mall.

The promoter will provide insurance, security, trash and
sanitary arrangements.
The street closure will need to occur Friday Night to Sunday
Afternoon. The closure has the blessings from the surrounding
businesses. Personally I feel this is a great opportunity for
the City of Kalispell to support a recreational event in the
downtown business district. I support it wholeheartedly.
Upon approval of street closure, I am available to represent
the City in any concerns that Council may have in aiding the
Chamber of Commerce to develop a successful event.
If further information is needed, I will be available for
discussion at Council workshop.

Dear Clarence:
Just a quick note to let you know that the Kalispell Chamber Board of Directors have taken
action to support Promo's idea of conducting a 3-on-3 basketball tournament on the streets of
downtown Kalispell.
Russ Linell, of Promo, made a presentation to our Business Promotion and Development
Committee and it was well received. In fact, he received several commitments for advertising
and sponsorship. A large portion of this committee consists of downtown retailers and
restauranteurs.
I have personally been involved in-gurnaments like this in others areas and found.them to be
festive, entertaining and healthy attractions. Surprisingly, much of the participation is in the 25-
40 year old category and many participants bring their family and friends to support them. Some
tournamentS, such as Spokane, have thousands of teams. Promo hopes to have about 150 teams.
A portion of the proceeds from the event go to support local youth charities.
