Re: Spring Creek Drainage Study
This memo is a request for authorization to forego the process of Request for
Proposals and enter into negotiations with Peccia Engineering for the analysis of the
Spring Creek drainage basin and related storm drainage issues.
Our recommendation for this approach is based on the following points: a need for
continuity between this analysis and the storm drainage design for the Meridian
Road Reconstruction project; a need for prompt analysis so this information may
be incorporated into the Meridian Road project without delaying the design schedule;
a high degree of confidence in the abilities of Peccia Engineering; and the estimated
cost of these services is less than $20,000.
Need for Continuity
Peccia Engineering has completed their preliminary design for storm drainage
improvements associated with the Meridian Road Reconstruction Project,
including cost estimates for the City's share of the construction. The scope of
work under the Meridian Road contract called for Peccia to apply existing
storm drainage information and analyses by others. Although the Highway
Department will pay the cost of drainage facilities to accommodate the area
within the project limits, the preliminary plan includes improvements which
will cost the City $494,000 to address critical drainage problems and flows
entering at Three Mile and Two Mile Drives. It is important that these
drainage solutions be included in the project, but we can expect a more
detailed storm drainage analysis to provide the information necessary to
refine the design and reduce construction costs.
Also, Spring Creek is completely captured by the Meridian Road storm
drainage system downstream from the reconstruction project. The unknowns
about the Spring Creek drainage basin pose considerable uncertainty about
the capacity of downstream pipes and the treatment capabilities of the
existing outfall structure. A more detailed storm drainage analysis will allow
the engineer to look at the Meridian Road drainage system as a whole.
By performing the Spring Creek drainage analysis, the engineers at Peccia
will coordinate the data acquisition and analysis to benefit the Meridian Road
design as much as possible.

Need for Prompt Analysis
By negotiating directly with Peccia Engineering we will move the completion date for
this analysis ahead by approximately two months. With the Meridian Road project
moving into the final design phase, it is important to have the results of this analysis as
soon as possible.
Estimated Cost of Services
In negotiating a contract at an amount less than $20,000 we will comply with State
procurement regulations governing architecture and engineering services. Please be
aware that we have budgeted $50,000 for engineering analysis and design in this matter.
If the analysis should recommend improvements such the whole or partial diversion of
Spring Creek we will request proposals from interested firms for that phase of
engmeermg.
Given your approval, we will proceed with negotiations immediately.
