Ordinance 1254 - Text Amendment - 2nd Dwelling in R-4 - 2nd ReadingAgenda -January 13, 1997 AGENDA ITEM 10 - ORDINANCE 1254-PROPOSED ZONING TEXT AMENDMENT TO ALLOW A SECOND DWELLING IN R-4-2ND READING -TABLED TO 1/21/97 January 21, 1997 AGENDA ITEM 6 - CENTRAL SCHOOL MUSEUM BACKGROUND/CONSIDERATION: Due to the discussion at the work session, I have enclosed two motions for your action. RECOMMENDATION: Although we had a general discussion of this item at the work session, I still cannot state emphatically that we have a project. I would appreciate a definite decision from this Council that will give staff specific direction. I believe, historically, Councils tend to allow critical decisions to be delayed until the last minute of the project/schedule. This is certainly a Council's prerogative; however, I am concerned about the effects of this type of process. Specifically, I believe this: 1. creates, nurtures, and continues a public image of indecisiveness; 2. cultivates a lack of direction - leadership; 3. wastes Council policy/decision-making time; 4. wastes resources of the Staff - time and money; 5. increases frustration of the public, customers, outside agencies that we deal with; and 6. creates frustration and negative moral within Staff. With the limited resources, time, and Staff, we cannot afford to continue the indirect approach to decision -making that delays important decisions to the point of "CRITICAL MASS". The Staff is criticized from many angles, "but" without direction, January 21, 1997 we cannot approach the level of effectiveness that we strive for. I would encourage you to make a definite decision on this project (as well as future projects), so that we know what the City commitment is before we waste our limited resources by directing them to a "maybe" project. ACTION REQUIRED: I would recommend that two motions be considered for this project. The first motion should "re-establish" these improvements as a viable project of the City. You have already "approved" this as a "TIF" project but a "re -confirmation" would give Staff further direction and/or comfort to spend our resources on this project. The second motion would give direction to the Staff and to the Museum Board that we intend to proceed with (pending acceptable term) leasing the improved Central School to this board to operate as a museum. Draft Proposal for Preliminary Discussion Only Renovate Central School as a Museum January 9, 1997 Page 1 Preliminary Proposal for the Methodology to Renovate Central School as a Museum (In Chronological Order) City Council & Museum Board Action Develop and enter into a lease agreement for the long term use (50 years) of Central School as a museum. Agreement will define each parties roles and responsibilities of each party for renovation procedures, sources and uses of funds, start-up procedures, operation, maintenance, repair, capital improvements, lease renewal clause, reversionary clause, additions, shared/mixed use, and parking. Museum Board Action Develop an operating budget for start-up and on -going administration and maintenance. (" Develop and implement a program to generate revenue for the operating budget. Develop a job description and hire a Museum Curator/Director. The staff person will be an active participant to help define the Museum's Program of Services that will be incorporated into the Scope of Work to be completed by the selected architectural firm. Selection Committee Establish a community based committee to oversee the architectural services selection process. Members of the committee should include: Two members from City Council Two members from the Museum Board Two members from City Staff (Craig Kerzman and Ross Plambeck) Museum Curator/Director One member from the KDC One member from the Architectural Review Committee An architect not submitting a proposal Other persons as may be deemed appropriate Request for Qualifications (RF—Q) Solicit qualifications from architectural firms with specific experience in the adaptive reuse of older, unreinforced masonry buildings into museum/office use. Each participating design firm will be given a budget ($1,500) to conduct a design charette with the Museum Board, the City Council, the Selection Committee and other interested people in the community to develop specific proposals. Offering a budget for the selected architectural firms will provide a fiancial incentive and enable them to develop more specific proposals to define the Scope of Work and clearly delineate the physical and functional needs of the building and museum Scope of Work to define the following issues: Building Needs: Structural, Seismic, Accessibility, Mechanical Systems, and Roof Replacement Museum Needs: Space allocation for static and interpretative displays, storage/archives, preparation/restoration workspace, conference/meeting rooms, and offices Select Architectural Firm and negotiate design service's fees.
