07. Central School Museum UpdateAgenda -January 13, 1997 AGENDA ITEM 7 - CENTRAL SCHOOL MUSEUM UPDATE BACKGROUND/CONSIDERATION: The staff has been working with the Museum Board to move this project along. I have enclosed a proposed timeline and lease term for the project based upon "optimistic" assumptions for your consideration. ACTION REQUIRED: At this time, I need direction from the Council for this project. If the timeline and lease term are acceptable, I would prefer a MOTION for the staff to proceed. If you do not agree with any portions of this project, please discuss them and give the staff direction so we can continue our planning for this project. As you will see, this will be a lengthy project for approximately one year (if everything goes as projected). Draft Proposal for Preliminary Discussion Only Renovate Central School as a Museum January 9, 1997 Page 1 Preliminary Proposal for the Methodology to Renovate Central School as a Museum (In Chronological Order) Citv Council &. Museum Board Action Develop and enter into a lease agreement for the long term use (50 years) of Central School as a museum. Agreement will define each parties roles and responsibilities of each party for renovation procedures, sources and uses of funds, start-up procedures, operation, maintenance, repair, capital improvements, lease renewal clause, reversionary clause, additions, shared/mixed use, and parking. Museum Board Action Develop an operating budget for start-up and on -going administration and maintenance. Develop and implement a program to generate revenue for the operating budget. Develop a job description and hire a Museum Curator/Director. The staff person will be an active participant to help define the Museum's Program of Services that will be incorporated into the Scope of Work to be completed by the selected architectural firm. Selection Committee Establish a community based committee to oversee the architectural services selection process. Members of the committee should include: Two members from City Council Two members from the Museum Board Two members from City Staff (Craig Kerzman and Ross Plambeck) Museum Curator/Director One member from the KDC One member from the Architectural Review Committee An architect not submitting a proposal Other persons as may be deemed appropriate Request for Qualifications WQ Solicit qualifications from architectural firms with specific experience in the adaptive reuse of older, unreinforced masonry buildings into museum/office use. Each participating design firm will be given a budget ($1,500) to conduct a design charette with the Museum Board, the City Council, the Selection Committee and other interested people in the community to develop specific proposals. Offering a budget for the selected architectural firms will provide a fiancial incentive and enable them to develop more specific proposals to define the Scope of Work and clearly delineate the physical and functional needs of the building and museum Scope of Work to define the followingissues: sues: Building Needs: Structural, Seismic, Accessibility, Mechanical Systems, and Roof Replacement Museum Needs: Space allocation for static and interpretative displays, storage/archives, preparation/restoration workspace, conference/meeting rooms, and offices Select Architectural Firm and negotiate design service's fees.
