There were one hundred -five commercial building inspections done in December. All inspections, alarms and,.sprinkler systems checks were completed for the Hampton Inn during December. Respectfully Submitted: Orland Leland, Interim Assistant Chief FIRE PREVENTION IS .GOOD BUSINESS PUBLIC WORKS DEPARTMENT ACTIVITY REPORT DECEMBER 1996 ENGINEERING ENGINEERING PROJECTS CURRENTLY BEING DESIGNED OR COORDINATED BY CITY STAFF • Continued updating City Special Assessment database. • Received a petition from the majority of the residents of River View Greens requesting City garbage service. The containers are on order. City garbage service is scheduled to begin on March 1, 1997. • Completed field work for the Fifth Alley East/Second Street East sanitary sewer manhole replacement project. • Changed garbage pickup from alley pickup to curbside pickup at Seventh Alley WN between Washington and Oregon Streets West. The reason for this change is that no dedicated public alley exists. The City has received continued objections to the use and maintenance of this "alley" by an adjacent resident. OFFICE AND STAFF OPERATIONS AND MAINTENANCE • Nine emergency call -outs for December. 6 - Sewer Dept., 2 - Water Dept., and 1 - TSS. • The office has received and responded to well over 1200 phone calls regarding snow removal since the November W' storm! CENTRAL GARAGE • 166 repair orders were completed during the month of December: • Police ............27 Streets ............. 73 • Fire ............. 9 Garbage............ 14 • Others ............. 43 • Painted the '86 Dodge 4x4 purchased from the Surplus in Helena. Put into service-TSS. • Performed preventive maintenance and repairs on City fleet. WATER PUMPING & STORAGE • Produced 62 M gallons of water. 10 M gallons upper zone and 52 M gallons lower zone. • Injected 50 lbs. of chlorine. • Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing, and record keeping. • Attended training sessions on confined spaces, chlorine safety and applications, and safe drinking water regulations. • Performed Trihalomethane testing. • Assisted field crews with service repair work. • Plowed snow from pump houses, wells, and reservoirs. SEWER FACILITIES LIFT STATIONS COLLECTION • Video and jet cleaning of sewer lines continues Monday through Thursday. • Weekly maintenance of fifteen lift stations on Fridays. • Plowed snow from around lift stations. • Assisted Street Department with snow removal. • Installed new mechanical seal and sleeve at Village Green #1 pump. SOLID WASTE COLLECTION/DISPOSAL & ALLEY CLEAN UP • Delivered 27 containers to new customers. • Responded to 29 reported violations - repaired 1 damaged container. • Weekly garbage service continues. • Weekly alley cleanup continues. • 7`h Alley WN is now a private alley. • Ordered 250 100-gallon Roto containers. CONSTRUCTION AND MAINTENANCE STREETS CURBS GUTTERS ALLEYS • Winter operations continue. • Plowed snow and hauled snow! • Cleared area for snow removal. • Plowed alleys. • Sanded and ice -melted streets. • Hauled pea gravel for sanding. • Cold mix patching. • Backfilled sidewalk and dirt at Thomas Printing. • Cleared snow from mailboxes. • Removed snow from curb lines. • Plowed Airport 20 hours for the month of December. 2 WATER CONSTRUCTION AND SYSTEM REPAIR • Tagged 50 delinquent accounts. • Repaired 2 fire hydrants. • Snow removal from fire hydrants. • Repaired service line at First Avenue East. • Attended class at the Outlaw Inn. • Assisted Street Department with snow removal. SIGNALS SIGNS STRIPING SERVICES • Maintenance of traffic signals, lights, signs, and meters continues. • Signed and barricaded for Christmas Parade. • Installed new 30 minute parking sign, pole, and breakaway at East Montana and 3rd Avenue EN. • Assisted in snow removal in City yard. • Barricaded for snow removal when needed. • Shop finished work on the 1986 Dodge pickup. We transferred tools and other equipment from TSS Ford to the Dodge. WASTEWATER TREATMENT PLANT • The Gravity Thickener was drained for inspection of the coating work done by the contractor F.D. Thomas in February 1996. The coating material contains some bubbles which will have to be repaired. The Contractor is being notified of the problem. The phosphorus removal process was working very well prior to shutting down the Gravity Thickener. Total phosphorus was averaging 0.17 ppm. When the Gravity Thickener was drained it was necessary to add alum for 10 days to keep the total phosphorus within the permit limits and allow the production of volatile fatty acids time to recover. We are now checking to see if we can discontinue the use of alum. • Our Permit requires that we do certain tests in Ashley Creek at specific sites above and below the Plant. For several weeks we were unable to reach the site below Ashley Creek because of heavy snow accumulations. Now we are also unable to reach the site above the Plant on Ashley Creek. This situation has been reported to the State. • We are experiencing a problem with either or both of our Plant flow measuring devices. We are working with our Consultant Engineer in Libby and with the State to resolve the problem. • The huge volume of snow is causing some minor problems, although our real problems will begin when it starts to melt! We are using our 1983 Jeep and an old 1964 backhoe to move snow so we can operate.
