HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Crowley is continuing to go through the current list of
bonds from City Treasurer Deb Deist that we went over last week. The bond for the pedestrian
bridge in Aspen Creek was discussed. Crowley said there was a copy of a letter from Mike Baker
stating that they had approved the attached landscape plan. Sorensen stated that he didn't think it
was a plat condition that they have the bridges installed.
OLD BUSINESS:
Dress Barn/Shell Buildings — 165/175 Treeline — Spring Prairie Phase 3; new retail buildings
(overall site plan previously approved) — Public Works has been in contact with their engineer and are
waiting for their revisions to come back in. This will just be a quick amendment to the plan. This will
be on the agenda for next week.
Culligan's — 2243 Hwy 93 S - 700 sq. ft. addition on an existing building. This 700 sq. ft. addition
will be used as a loading area between Scotty's and Culligan, along with an additional office. Nothing
new has been received on this yet.
NEW BUSINESS:
A-1 Vacuum — 140 W Center; entryway addition to existing retail building on the south side. They
will be going over an existing impervious surface. Their parking counts are okay. They will be
getting more information in about where this is relative to some of those property lines. There will be
a covered ADA ramp with an entry vestibule. The front door will still face Center Street. Public
Works will review this, and it will be on the agenda for next week.
PLANNING OFFICE ITEMS:
Flathead High School/Elrod Elementary School Residential Parking District — The School
District is working on an alternative proposal to present to the Planning Board at the Public Hearing
on October 14th
Captain's Marine — We are scheduled to continue the discussion for this PUD at the next meeting
on October 14th. Revised plans were received on Monday that include a three-phase plan to develop
out there.
OTHER BUSINESS:
Canvas Church — This is the old Christian Center Church on Summit Ridge. They are proposing to
put an addition onto the front that they are calling a "gathering space." This has gone through
Architectural Review. They are not expanding the sanctuary. There will be no increase of required
parking numbers. They will be doing additional landscaping in the parking lot for outdoor gathering
also. They will need to do an Administrative CUP. They have submitted detailed landscaping plans
for what is going to be done up against the building, but it does not include anything off the parking
area. Crowley asked for pedestrian connections to be shown in the parking lot plans. This will be on
the agenda for next week.
Couplet Update — Freyholtz explained that they just got a submission of the scope of work award
from the consultant. MDOT is waiting to receive the proposed cost estimate to finalize going
forward.
Main Street Resurfacing — Freyholtz also stated that this update will be pushed out further than its
present schedule for 2015.
First Avenues Project — Crowley confirmed with Freyholtz that this project will be beginning soon
with grinding, overlay, and ADA work to include installation of truncated domes.
Victory Commons/Spring Prairie, Phase 4 Meeting — There will be a meeting on Monday
afternoon, October 13th, with Karen Blumenstein regarding Victory Commons — Spring Prairie, Phase
4, to discuss zoning entitlements for that project. They had submitted a copy of their Traffic Study
and what the response was on that. Jentz and LeClair will be attending, and Public Works is also
invited.
The meeting was adjourned at 10:15 a.m.
