Council Minutes - Regular Meeting October 21, 1996 B. Approval of Claims per Payables Register C. Authority to Bid Sidewalk Improvements Within the T.I.F. Area C. BACKGROUND/CONSIDERATION: The City Council previously approved a budget of $75,000 to improve central core area sidewalks. The Public Works Department ` has completed the inspection of the sidewalks and has also estimated the total repairs to be $96,266. We are requesting authority from you to proceed with the bidding process. We will compile specifications and receive bids. Due to the current weather and timing for the request, I prefer that we do not authorize the actual improvements to begin until March or April 1997 (weather permitting). I am concerned that if we start now, we could have the potential to have sidewalks removed with bad weather conditions. -Then the sidewalk may not be replaced until next spring. This is very undesirable to me and especially to the property owners. RECOMMENDATION: I recommend the Council's approval to compile specifications and bid the project with the condition that removal and/or construction may not proceed (without the proper weather conditions) until March/April, 1997. D. 14th Street East Roadway and Utility Project -Request for Change Order I D. BACKGROUND/CONSIDERATION: The request for Change Order 1 is a time extension -no cost change order. The factors involved in the extension of these are summarized within the October 3 memo that is enclosed. RECOMMENDATION: Since the time delay did not adversely affect the City in terms of construction, loss of time, or expenditures, I concur with the request and recommend the change order approval.
