09-23-14 ARC MinutesMINUTES ARCHITECTURAL REVIEW COMMITTEE DATE: Tuesday, September 23, 2014; 7:30 a.m. Kalispell City Hall, 201 1" Ave E MEMBERS PRESENT: Mark Norley (Chairman); Russ Skelton; John Hinchey; Julie Pierrottet; Janet Clark OTHERS PRESENT: City Staff—PJ Sorensen; Tom Jentz Guests — 4 guests in attendance Hear the Public: None Approval of Minutes: John moved to approve the September 9 minutes; Russ seconded. Approved 5-0. Old Business: Canvas Church — 255 Summit Ridge; expansion of existing church (follow-up on preliminary approval). Presented updates on the plan, mostly with landscaping. Beige, red canopy, glass. Board recommended defining the plaza a bit from the parking lot. Russ moved to approve; John seconded. Approved 5-0. New Business: Batteries and Bulbs — 215 W Idaho. Freestanding and wall signs. Discussed electronic reader board. Could use a landscaping base. Prefer the amber color. Janet moved to approve subject to using the amber color and restoring the landscape area under the sign; John seconded. Approved 5-0. Montana West Economic Development — 44 2nd Ave W; exterior remodel to existing office. Existing brown — keeping similar. Getting rid of green. Everything will be painted. They presented possible future plans for the exterior, but only had photos and color samples for this project. Not quite enough there to make a decision. John moved to approve subject to a final email review; Russ seconded. Approved 5-0. Dress Barn/Shell Buildings — 165/175 Treeline; new retail stores. John moved to approve; Julie seconded. Approved 5-0. Other Discussion: Verizon — 25 Treeline; request for modification of previously reviewed plans. Board had accepted the parking/landscape change to the southwest of the building and the new door on the east side. Had issues with the request to eliminate the screening wall and the change in the awnings. Discussed the screening — perhaps could accomplish the same purpose with a fence matching the wood -coloring on the towers in combination with tall evergreen landscaping. On the awnings, east/south were OK. North could be OK if the west elevation is maintained. Discussed it with Karen by conference call; will follow up on discussions with the Planning Dept.
