Clark, Chief of Police ► ► ;, , ►. a During the month of September 1996 Kalispell officers issued a total of 528 citations. Of those citations 335 were issued for traffic violations which included 53 for Seatbelt Violations, 88 for Driving With No Liability Insurance, 15 Driving While Suspended or Revoked, assorted Speeding, Expired Registration, Stop Signs and 18 DUI citations. Other citations not related to traffic included 39 Possession of Alcohol, 10 Possession of Dangerous Drugs, 8 Possession of Drug Paraphernalia, and 53 animal related offenses. September included a busy training schedule for officers and dispatchers. On Sept. 4th & 5th dispatchers Teresa Field and June Vestre traveled to Great Falls to attend the Terminal Agency Coordination School. This school dealt with the state teletype, the new CJIN & NCIC formats, systems security, the addition of gang file information and the new ATF gun training format. Sgts. Burns and Bourne attended a four day ethics class held in Kalispell on Sept. 9th thru the 12th. Officer Scott Warnell attended the Reid Interrogation & Interview School in Bozeman from Sept. 15th thru the 18th. Officer Janell Squires traveled with her K-9 partner to Spokane Washington where they participated in a working K-9 school Sept. 22nd thru the 25th. Officer John Ortiz attended the two week DEA Basic School in Missoula from Sept. 15th thru the 27th.. Lt. Hahn and officers Holt and Brenden traveled to Helena to attend the Tactical Team Leaders Conference on the 24th, 25th & 26th of September. Chief Ad Clark traveled to Sun Valley Idaho to attend the Law Enforcement Executive Development Association Conference held Sept. 30th thru Oct. 2nd. Northwest Dru 800 S. Main ST. KaUTeil PH 758-5878 Chief Clark, During the month of September 1996 the Northwest Drug Task Force made a total of eight arrests.Two searches and five agency assists were conducted. Illegal drugs with a street value of $385.00 were purchased during ongoing undercover investigations. Illegal drugs with a street value of $8700.00 were seized. The following cases are currently awaiting court action: J.T. Graham: arrested and charged with Criminal Sale of Dangerous Drugs (marijuana) by taskforce officers in Sanders County. Steven Wilson: arrested and charged with Felony Possession of Dangerous Drugs (marijuana) in Whitefish. Robert Degolier: arrested and charged with Manufacturing Dangerous Drugs. During an attempt by Kalispell Police officers to serve an arrest warrant on Degolier a small methamphetamine drug laboratory was discovered. Precursers, chemistry tools, and finished methamphetamine were seized. This officer had to wear a bio- hazard suit and a self-contained breathing apparatus to dispose of some of the chemicals. The residence suffered no permanent damage as a result of the drug lab. Julie Franklin: arrested and charged with Fraudulently Obtaining Dangerous Drugs (schedule III prescription drugs) in Kalispell. Donald Enger: arrested and charged with Misdemeanor Possession of Dangerous Drugs (marijuana) and Possession of Drug Paraphernalia in Kalispell. James Keys: arrested and charged with Felony Theft for the theft of a motorcycle in connection with the arrest of Lance Vitt for Criminal Sale of Dangerous Drugs earlier this year. Gary & Roberta Estabrook: arrested and charged with Criminal Sale of Dangerous Drugs in Sanders County. During the month of September I had surgery on my right hand which required that I use 85 hours of sick leave. Several cases are currently under investigation. A permit was issued for a duplex and work began on two more four-plexes in Southgate Villas. Work started on the new Town Pump building near Wal-Mart and continued on the Meridian Business Park south of Montana Power. ZQWnE: The zoning administrator worked on the Greenacres Annexation and during the month of October. Research on the Haven Field property continued along with compiling information for interested developers. Numerous site development applications were reviewed. Worked with the developers and building department for resolution of floodplain issues, signage and site facilities. The zoning administrator attended the Montana Association of Planners Conference in Great Falls on October 4-6. Also, Diana attended the Wetlands Seminar held in Kalispell on October 17 to learn about the permitting process and other agencies involvement in wetland and floodplain development issues. There were no variance applications received in September. No Board of Adjustment meeting was held in October. Personnel: John Levien is attending a week long codes school in Washington.
