Staff ReportsPUBLIC WORKS DEPARTMENT REPORTACTIVITY OCTOBER 1996 1 Va ENGINEERING ENGINEERING PROJECTS CURRENTLY BEING DESIGNED OR COORDINATED BY CITY STAFF • Windward Way Road Reconstruction Project 90% complete. Paving was completed October 29`h. • East Meridian Road Traffic Signalization Design Modification complete. • East Meridian Road Project complete. • Woodland Park Sidewalk Connection Project 95 % complete, 1" Street East. • Tax increment sidewalk funding project site analysis complete. • Awarded Phase III mapping project to Horizon's, Inc. Contract negotiated and signed. • Negotiating with Eby and Associates, on utilities location proposal. • Continued running Phase III levels for vertical control. • Continued working on old sewer and water maps updates. • Paving completed at Meadow Park Phase II Subdivision. • Paving completed at Lonepine Subdivision. • One lift of pavement completed at Teton Terrace Development. • Second Avenue East at Central School project has been completed. • Sandon Construction has started the South Woodland water main project. • Nupac will be starting the water main project at Three -Mile and Northern Lights the first week of November. OFFICE AND STAFF OPERATIONS AND MAINTENANCE • Dick Brady attended an Ice -Melt Training Class in Butte, Montana. • Hansen Software is up and running. Working on granting Hansen access at various work stations in the Engineering Office. CENTRAL GARAGE • 114 repair orders were completed during the month of October: • Police ............33 Streets.............31 • Fire ..............9 Garbage........... 11 • Others ............ 30 • Replaced front engine in 1977 mobile sweeper. • Snow tires mount on majority of City vehicles. • Snow removal equipment readied for winter. WATER PUMPING & STORAGE • Produced 67 M gallons of water. 11 M gallons upper zone and 56 M gallons lower zone. • Injected 43 lbs. of chlorine. • Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing, and record keeping. • Replaced electric meter and revised wiring on Booster Station #1. • Constructed swale/ditch to drain winter run off water from Yachechak's property at Buffalo Hill Ground Storage Reservoir #2. • Winterized irrigation systems. • Started up furnaces and setup building for cold weather. • Replaced fire hydrant at Buffalo Hill Water Tower. SEWER FACILITIES LIFT STATIONS COLLECTION • Video and jet cleaning of sewer lines continues Monday through Thursday. • Weekly maintenance of fifteen lift stations on Fridays. • Rooted 6", 8", and 12" sewer mains. SOLID WASTE COLLECTION/DISPOSAL & ALLEY CLEAN UP • Delivered 21containers to new customers. • Responded to 23 reported violations - repaired 3 damaged containers. • Weekly garbage service continues. • Weekly alley cleanup continues. • New rear -end garbage truck bid went to the City Council for approval. 2 STREETS CURBS GUTTERS ALLEYS • Crack sealed east side of street at 5`'' Avenue WN and at the WWTP. • Sweeping of streets and alley grading ongoing. • Prepped alley for paving on 7' Street West east of Meridian. • Assisted the Shop and Water Departments. • Assisted Greg Thurston with surveying. • Made platform for WWTP at Ashley Creek. • Tarped trucks for leaf season. • Backfilled curbs on 14' Street East, backfilled sidewalk, also backfilled 5' Avenue East. • Prepped equipment and operators for winter operations. • Received 5,600 gallons of ice melt. • Rebuilt gates for graders. • Started leaf pick up on October 15'. • Utility cuts - patching, and cutouts are on going. WATER CONSTRUCTION AND SYSTEM REPAIR • Tagged 43 delinquent accounts. • Replaced 4 fire hydrants and repaired 2 fire hydrants. • Meter repair and replacement ongoing. • Assisted Ben VanDyke, Parks Department, and the Street Department. • Repaired main break at 8 h Avenue West and 6`' Street West. Repaired two breaks between 4`' Avenue EN & 3rd Avenue EN at the NW Machinery. • Flushed all dead end fire hydrants. • Repaired three service lines. • Replaced two curb boxes. • Assisted Sewer Department with 6x4 sewer tap. • Completed one 6x1 water tap. • Work continuing on meter pit at the College. SIGNALS SIGNS STRIPING SERVICES • Maintenance of traffic signals, lights, signs, and meters continues. • Assisted contractor on the pole moving at Meridian and Hwy 93 North. • Painted stop bar at Meridian & Hwy 93 North. • Signal project done on Meridian Road and Hwy 93 North. • Signed 14' Street Project after paving was completed. • Restricted parking at 2"d Street and 5' Avenue West - NE corner 50 feet back from stop sign - painted curb yellow and signed "No Parking Here To Corner". • Installed new stop sign at 4-Mile Drive and Parkway Drive. 3 SIGNALS SIGNS STRIPING SERVICES continued... • Installed two poles at 1 Vh Street West and Vt Avenue West in anticipation of new signs in November. • Assisted with Columbia Falls signals (MDOT). • Repaired County flashing lights in Columbia Falls. • Checked runway lights and windsox lights at airport. • Painted curbs yellow by the Flathead High School. • Painted curbs yellow by 11`' Street West and 1" Avenue West, East Montana, Vt Avenue West at 4`h and 3" Street West. • Signed and barricaded for Home Coming Parade. • Assisted in signal turn on at Hwy 93 North and West Reserve Drive. New intersection. • Shutdown Main & Idaho for several hours for wiring changes. • Installed narrow road signs at the top of the hill going into Lawrence Park. • Signed 2"d Avenue East Project - "No Parking", "Bus Stops" "Stop", "Do Not Enter", and "2 Hr. Parking" at Central School building. • Signed 4`h Avenue West "No Parking on School Days" per emergency ordinance passed by City Council. • Field testing on Opticom System. WASTEWATER TREATMENT PLANT • The average daily flow through the Plant this month was 1.7 million gallons. • The "bioreactor unit" where phosphorus is removed was not working optimally. It was determined that because flows to the Plant dropped in September the bioreactor unit process was too long. The bugs therefore ran out of sewage material to eat. As a result many of the bugs died, and in the process released phosphorus. The bioreactor process was shortened and the amount of phosphorus removed returned to its' usual levels. • The temperature of the incoming sewage has dropped so that we have returned to running only one blower for aeration in the bioreactor unit. • The fluorescent lighting in the Digester Building was replaced with metal halide lights. The 72 fluorescent lights lasted an average of 5 weeks and emitted poor light. The Digester Building is our work area, so the improved light was needed. It was also a safety hazard and time consuming to change lights located 24 feet above the floor. • During the League of Cities and Towns Conference, a number of Public Works Directors and Consultants toured the Treatment Plant. • The Sewer Department and Street Department completed two projects for us this month. A sunken manhole was raised and the area was repaved. Also the Street Department built and installed a new Ashley Creek sampling platform for us. The previous platform was hauled away during the flooding of Ashley Creek last spring.
