13. Award of Garbage Truck BidBACKGROUND/CONSIDERATION: At the workshop you all received the memo
from the Public Works Department that summarized both the bids that
we received as well as the Public Works Department recommendation
for purchase of a garbage truck from Transport Equipment, Inc. with
the body supplied by Western Systems and Fabrication.
I have reviewed the bids with the Public Works Personnel, including
the superintendent of refuse collection. The discussion targeted:
1. Need for the specifications that we used
2. Fulfillment of specifications
3. Safety
4. Life cycle of the equipment
5. Budget/cost
The specifications we used are interrelated to safety and life
cycle issues. The Heil body are recognized throughout the industry
as being extremely durable with many safety features. Without
going into great detail, the biggest safety feature for Heil in
comparison to the low bid of Newway is the fact that the main
packing cylinders on the Heil are enclosed within the tailgate
shell.
The enclosed cylinder and hoses eliminate the potential for the
employees to be "grabbed" by the moving portion of the packer.
The cab -over design is more desirable for our operations due to the
alley system of pickup. The exiting on the streets from the alleys
is extremely crucial for visibility due to vehicles parked on the
street or landscaping within the right-of-ways. The cabover allows
the driver to get a clear line of sight without sticking the entire
cab into the traffic flow.
The life cycle of the truck is also extremely important in terms of
maintenance costs. A conventional truck, such as the
International, does not perform on a long term basis, as well as
the valve on other "custom vehicles". The City experience has
proven this true with our equipment. Our equipment also is
specified for heavy duty use in comparison to other cities. This
is due to the clean-up and packing of leaves which are heavier than
food waste. The extra weight will cause faster wear and tear on
the lighter, non -custom truck.
The specifications used are favorable for a safer vehicle, safer
compacting operation, more economical maintenance, with a larger
life cycle for the City.
RECOMMENDATION: The low bidder did not meet specifications. Twenty
items were not compatible with our specifications. Eleven of these
items are major shortcomings with negative implications for safety
and the life cycle of the packer. -
The bid from Transport Equipment, Inc. with the body supplier being
Kois Equipment is not recommended due to unsatisfactory experiences
with this body supplier.
Although the budget for this item was only $90,000, 1 recommend we
purchase the truck from Transport Equipment, Inc. And Western
Systems & Fabrication for their bid of $104,656.00. The
replacement fund currently has a balance of $146,000.
ACTION REQUIRED: A MOTION authorizing the purchase of the garbage
truck from Transport Equipment, Inc. And Western Systems and
Fabrication is required to allow the staff to proceed with the
order of the truck.
AGENDA ITEM 13 - APPROVAL OF GARBAGE TRUCK BID/PURCHASE
BACKGROUND/CONSIDERATION: We have received bids for the new garbage
truck. I am meeting with the Public Works Department and the
Sanitation Foreman Friday afternoon to discuss the results of the
bids. I will not have a recommendation or report for you in this
packet but will have those at the Workshop for our discussion.
