IN KALISPELL, MONTANA. COUNCIL PRESIDENT JIM ATKINSON PRESIDED.
COUNCIL MEMBERS KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT. MAYOR MARK
JOHNSON AND COUNCIL MEMBER SANDY CARLSON
Also present: City Attorney Charles Harball, City Clerk Theresa White, Police Chief Roger Nasset,
Captain of Administration Wade Rademacher, Planning Director Tom Jentz, and Deputy City Clerk
JudiFunk.
President Atkinson called the meeting to order and led the Pledge of Allegiance.

Guiffrida moved to amend the Consent Agenda by moving Item 3, the second reading of-

Saverud moved to amend the Consent Agenda by moving Item 4, the Police Department Grant

F-172. ORDINANCE 1744 — ZONING TEXT AMENDMENTS VARIOUS 2N
READING (Removed from Consent Agenda)
Ordinance 1744 covers a series of updates to the zoning ordinance including additional clarification
and the adoption of general provisions.
Jentz explained that due to an error, all proposed changes listed in the ordinance affecting the 1-1
Industrial zone, should actually be for the 1-2 Industrial zone and an amendment would be in order.

When questioned how amendments affect the second reading of an ordinance, Harball answered
amendments are allowable, but will require a third reading of the ordinance.
Public Comment
Sam Nunnally, 113 Indian Trail Road, Chairman of the Fair Board, stated they do charge rent for
camping spaces throughout the year and a one week time limit would be a problem for them. He
urged council to look at the unintended consequences of this amendment.
Mark Campell, Fairgrounds Manager, remarked they want to increase activities at the fairgrounds st%
they need to allow RVs and charging a fee is what allows for cost recovery.
Guiffrida moved second reading of Ordinance 1744, an ordinance amending Ordinance 1677,
the City of Kalispell Zoning Regulations, codified at Chapter 27 of the Kalispell Municipal
Code, declaring an effective date and authorizing the city attorney to codify the same. The
motion was seconded,
Guiffrida moved to replace 1-1 with 1-2, Heavy Industrial, and renumber accordingly m

Kuntz moved to amend Chapter 27.37.010, Definitions, Fairgrounds, as follows.
(64) Fairgrounds, An area wherein buildings, structures, and land are used for
agricultural -related offices, animal shows and judging, carnivals, circuses, community
meetings, recreational uses, concerts, food booths and stands, games, rides, rodeos,
sales and auctions, and similar uses. Public fairgrounds also may include the temporary

Guiffrida disclosed he was a past Fair Chairman and is a current 4-H leader.

Guiffrida moved to amend Section 27.20.085, Supplementary Regulations, Recreational
Vehicles in Conjunction with Residential Uses, as follows:

27.20.085 Recreational Vehicles In Conjunction With Residential Uses. On any property
used for residential purposes, temporary use of a recreational vehicle for
housing occupants of the principal structure or their guests is allowed provided
that the use is free of charge and limited to a period of one two weeks or less per
month,
The motion was seconded.
There was discussion.
The motion to amend failed upon roll call vote with Graham and Guiffrida voting in favor,
Gabriel, Kluesner, Kuntz, Saverud, and President Atkinson voting against, and Carlson and
Mayor Johnson absent,
The main motion, as amended two times, carried unanimously upon roll call vote with Carlson
and Mayor Johnson absent.
E/4. ACCEPTING GRANT AWARDS — POLICE DEPARTMENT (Removed from Consent
Agenda)
The Kalispell Police Department is requesting the council accept Operation Stonegarden Grants
awarded through the Department of Homeland Security to enhance border safety.
Nasset and Rademacher answered questions.

Harball reminded the viewing public that Channel 9 will be moving to Channel 190 beginning on
September 16.
Guiffrida announced there will be a second candidate forum held before the general election, with
the date to be announced.

Gabriel reminded council the League of Cities and Towns District meeting will be held at 5:00 p.m.
on Wednesday, September 24 in the council chambers.
