Finished value: $6,000.00 • Received four design proposals for the Kalispell Athletic Complex. • Rider Rally Convention at Depot Park and Lion's Park (900+ Bikes & People) • Schedule control programs with County Weed Control for City owned areas. • The following activity report highlights the programs that the Recreation Department offered throughout this very active month. Parks Department - Ken Bauska, Foreman: - move Pavilion materials to Historic Lawrence Park; - lay sod at Daley Fields and Soccer fields; - weed and irrigate flower beds at City Hall, Woodland Park, Depot Park, and Woodland Hill Island; - finish staining Lawrence Park Pavilion; - repair Formal Garden at Woodland Park; - mow & weedwhip Laker, Archie Roe, Woodland Park, Depot Park, Northridge, Thompson, Lions, Airport, Daley, Heritage, Meridian, Lawrence, Sunset, Grandview, Park View, Helen O'Neil and Haven Parks -- irrigation maintenance and repair at Laker Field, Soccer Fields, Lawrence Park, Woodland Park, Washington and Ponderosa Parks Archie Roe, Thompson, Depot, Ponderosa, Lions, remove hazardous branches from Urban Forest. Stephens, Recreation Coordinators: August weather cooperated and registrations were up. Trail Hikers and Rock Climbers were active exploring trails and rock cliffs. Seniors were busy hiking the trails, relaxing on boat rides, and living it up on Wild West Wagon Ride cookout. South Meadows, Meadow Park and Glacier Village Greens had most of the activity. Permits were issued for seven foundations upon which mobile homes will be placed. One multi -family foundation permit was issued for a four-plex at Indian Trail and Highway 93 North. Flathead Christian School obtained their permit to build their 20,000 s.f. gymnasium and classroom building. Summit Spas is building a new building along MT Hwy 35 and the Town Pump on West Idaho is adding a gaming room to the East end of their existing building. Zoning: There were six variance requests heard in the month of July. Two of the requests were tc encroach into a required yard setback area. Both of these requests were granted. The third request was to construct a garage in a front yard and to encroach into the front yard setback. The request to build in the front yard was granted but the request to encroach into required yard setback area was denied. There were three sign permits issued in July. 1. American Express Financial Services (St. & Main Building) 2. Finely Done (831 St. Ave. EN) 3. St. Matthews Church (601 St. Ave. West) Two neighborhood meetings were held with the residents of the South Woodland/Green acres area to discuss a neighborhood plan for their area and to answer questions regarding the proposed annexation of this area. These meetings were conducted by Narda Wilson with the Flathead Regional Development Office, with the help of various city staff, including Diana Roche, Zoning Administrator, John Wilson and Rene Nelson, Public Works Department. The Zoning Administrator has been working on both the proposed Greenacres and Evergreen annexation proceedings. In addition, the Zoning Administrator has been working on various projects that come through the Site Development Review Committee and making site visits to these areas. Proposal should be ready to go out to bid in the next couple of weeks. - Inspection continues on the following construction projects: Bluestone Subdivvion paving this week; Woodland Court sewer extension curbing and sidewalk; Meadow Park Phase H Subdivision; Lonepine paving soon; and Teton Terrace Development water and sewer installation. - Contacted Forsgren & Associates Engineers designing the Hwy 93 South reconstruction to discuss water/sewer improvements from Kelly Road to Four Corners. Also discussed the intersection at 3rd Avenue East & Hwy 93 South, and the intersection at Kelly Road and Hwy 93 South. Brought this information to Site Review. - Executed contract with Stokes & Associates for sewer improvements associated with the Greenacres failing septics. Plans will be submitted to the State by September 13th with construction to start in late September. - Conducted contract negiotiations with TD&H for the completion of design and construction management on the water well on FVCC property. - Coordinated with Carver Engineering on design for the Liberty Street/Two-Mile Dr. waterline improvements and the Elk's Lift Station Projects. This project has been extremely difficult to manage with this contractor. We are considering a prohibition against this contractor working on our systems in the future. - Leonard Hogan, Jack Fournier, Vic Schroeder, Randy Vickhammer, John Lyons, and John Wilson attended a one day Supervision Workshop in Missoula. - Met with representatives from Lantis Group to discuss proposed development on the old Three -Mile Farm Site. They want to proceed with the application for zoning and conditional use permit although it was pointed out that there are potential complications with drainage. They were advised that drainage could be the major stumbling block on this project. - Reviewed and approved utility and infrastructure plans for Frank's Place Subdivision on 8th Street West. ENGINEERING PROJECTS CURRENTLY BEING DESIGNED OR COORDINATED BY CITY Design continues for the Greenacres Lift Station on Kelly Road. The Elk's Lift Station at the north end of the airport must be built first to accomodate the increased flows from the new Greenacres lift station. We have completed the field surveys to locate property lines and easements. We have also discussed our plans with the property owner in whose front yard the lift station is located. As the plans progress we intend to include a fixed emergency power generator. This will increase the project cost. We will be asking the Council to approve this increase. Attended two more neighborhood meetings for the South Woodland Greenacres Neighborhood Plan and discussions about annexation. FRDO office is completing the first draft of the Neighborhood Plan. Fielded many questions from the Greenacres area residents with respect to increased water connection fees. Many customers of the Greenacres water system have been advised that a connection fee may be required if they are absorbed into the Kalispell water system. I have informed them that this will be a Council decision at the time of annexation. WASTEWATER TREATMENT PLANT - On August 8th the State performed a Performance Audit and Compliance Sampling Inspection. t The Water Quality Specialist found only two minor problems, which have been corrected. The Reaeration Basin needed to be cleaned following the flooding of Ashley Creek into the Basin, and a "Slippery When Wet" sign needed to be posted in an area where water constantly seeps onto the floor in the Digester Building. The Water Quality Specialist will be working on our new Permit over the next two months, and we will be providing information for that process. - The Plant Manager and Operators will receive the 1996 Region VIII EPA Excellency Award on August 29th. The Award Ceremony will be held in the Plant Conference Room with tours following the ceremony. The Street Department provided assistance in improving the appearance of the Plant grounds by overlaying and repairing pavement and roads, providing drainage of wet areas, filling sunken areas with dirt, etc. The Operators have been using the new steam cleaner to clean the interior of the Plant. - The Plant flow this month average two million gallons/day. - Two Operators attended a two day training course at the Yellow Bay Biological Station. - In checking on replacement parts for a piece of equipment, we found that the equipment was manufacturd in 1969 even though the Plant was not built until 1991 ! This explains some of the difficulty we have in obtaining parts and information, and the high cost of the replacement parts for some of our equipment. There were no "General Alarm Fires" for the month of August. One significant call was to a U.S. Postal Service mail drop, which had two bombs placed in it. One bomb exploded, the other did not. Fortunately there were no injuries. The Kalispell Fire Department Ambulances responded to 175 calls, with 143 transports and 7 transports with two patients transported in the same ambulance. This is a thirty percent (30%) increase over July of 1995. KPD officers made a total of one hundred ninety-six (196) arrests and issued a total of five hundred thirty-five (535) citations. Arrests include everything from shoplifters, people in bar fights, misdemeanor and felony warrants to felony assaults, rapes, burglaries and the list goes on and on! The citations include thirty (30) for DUI and DUI Per SE. There were sixty-seven (67) no insurance, forty-eight (48) speeding citations, the usual animal citations from our animal warden and many assorted citations resulting from traffic accidents. Our department's participation in the Northwest/City-County Drug Task Force has resulted in the Detective Division becoming the beneficiary of a 1993 Izuzu Rodeo. This vehicle has fifty-five thousand (55,000) miles on it, but is in good condition. We in turn donated our 1989 Ford Escort to Mike Baker. Donating a portion of drug related fines collected by our Court keep us an eligible player with the Drug Task Force.
